BACKGROUND
The Cl ty Plannlng Commlssion approved the Tentative Map and the
Tenant-Partlclpatlng ConverSlon for the above proJect on March 4,
1985, after a pub11C hearlng and a careful review of the record
and staff recommendatlons. The actlon of the P1annlng Commlss1on
was based on the Commlsslon's flndlngs that the proposed Tenant-
Partlclpating Converslon meets the requlrements of Artlcle XX of
the Clty Charter and that the proposed subdlvision 15 conSlstent
with appllcable general and 5peclflc plans as adopted by Ule Clty
of Santa Monlca along wlth all mandatory requlrements of the Sub-
dlV1510n Map Act of the State of Callfornla.

The Owners have submltted to the Clty a Wrltten Consent Agreement
blnd1ng the owners and any successors 1n 1nterest to each cond1-
tlon lmposed 1n connect~on w1th approval of this Tenant-
Particlpatlng ConverSlon. ThlS Wrltten Consent has been approved
by the Clty Attorney and the Clty Hanager. Each partlclpating
tenant has be~n lhforrned lU wrlting of hlS or her r1ghts under
Artlcle XX of the Clty Charter. The Llcense DiviSlon reports
that proper arrangements have been made to ensure payroent of the
Tenant-Partlclpatlng Converslon Tax.
The Final Map conforms to the Tentatlve Map. The Flnal Map has
been certlfled by the Clty Engineer for conformance wlth the Ten-
tative Map and conditlons thereon, the SubdiviSlon Map Act and
local ordlnances. The Clty Attorney's off1ce has approved a Dec-
laratlon of Covenants, Condltions, and Restrictlons, or equ1va-
lent document, for thlS proJect as complYlng with the condltlons
of the Tentatlve Map and the Tenant-Participatlng ConverSlon.
Counell approval of a flnal map for a tenant-partlclpatlng con-
verSlon represents one of the last steps necessary 1n the conver-
Slon process. Followlng City Councll actlon and approval by the
CaIlfornla Department of Real Estate the app11cants may beg1u
se111ng thelr unlts to the tenants. As each unit lS sold a con-
vers~on tax per Section 2008 of Artlcle XX 1S due in an amount
equal to twelve tlmes the monthly rnaXlrnum allowable rent for that
unit.
These taxes wlll be used to asslst low and moderate lncorne
households to purchase or lmprove thelr unlts subject to afford-
able repayment per Sectlon 2009 of Artlcle xx.

BUDGET/FISCAL IMPACT
The recommendatlon presented In thlS report does not have an im-
medlate budget or flscal lmpact.
If and as unlts ln the proJect
are sold ln the future, Tenant-Partlclpatlng Conversion Taxes
wlll be collected pursuant to the provisions of Artlcle XX of the
Clty Charter and some lncreased property tax revenues may be
generated.
RECOMME.NDATION
It lS respectfully recommended that the Final Map for this
Tenant-Partlclpating ConverSlon be approved by adoption of the
accompanying resolutlon.

ACCEPTIKG AND APPROVING
A FINAL SUBDIVISION MAP FOR TRACT NO. 16635
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1. That the Flnal Map of Tract No. 16635 ln the
Clty of Santa Mon1ca hereby 1S accepted and approved.
SECTION 2. That the City Clerk hereby lS authorlzed and
dlrected to endorse upon the face of sald Map thlS order authen-
t1cated by the Seal of the Clty of Santa Monlca.
SECTION 3. That the Cl ty Clerk shall cert1fy to the adop-
tlon of thlS Resolutlon, and thenceforth and thereafter the same
shall be In full force and effect.
