INTRODUCTION This report recommends that the City Council authorize the City Manager to negotiate and execute an Agreement for Completion of Public Improvements and transmits for City Council approval a Final Tract Map for the following condominium project. The Vesting Tentative Tract Map was approved by the Planning Commission on July 17, 2002. TRACT MAP ADDRESS SUBDIVIDER UNITS th 53683 944 5 Street Ahmad & Abbas Gramian 5 Haleh Emrani BACKGROUND After a public hearing and careful review of the record and staff recommendations, the Planning Commission approved a Vesting Tentative Tract Map for the above project on July 17, 2002. The action of the Planning Commission was based on its findings that the proposed subdivision will have no significant environmental impact and is in conformance with all state and local laws and regulations, and applicable General Plan Elements. The Final Map conforms to the Vesting Tentative Map. The License Division reports that the developer paid the condominium tax on April 3, 2003 in the amount of $5,000. The project has been approved by the Los Angeles County Engineer’s office and certified by the City Engineer for conformance with the Vesting Tentative Map and conditions thereon, the Subdivision Map Act and local ordinances. The City Attorney's office has approved the Covenants, Conditions and Restrictions for the Final Map as complying with the conditions of the Tentative Map and applicable laws. The applicant has signed the Subdivision Improvement Agreement, stating his agreement with the City to complete the required public improvements at the expense of the applicant. The improvements include abandoning a driveway and reconstructing the alley in 7-inch concrete over an approved base material per City standard. The agreement has been approved as to content by the City Engineer. BUDGET/FISCAL IMPACT The recommendation presented in this report does not have a budget or fiscal impact. RECOMMENDATION It is recommended that the City Council authorize the City Manager to negotiate and execute the Subdivision Improvement Agreement and adopt the accompanying resolution approving Final Tract Map No. 53683.
