Introduct~on
ThlS report transmlts an Appeal by Henry Pascoe from the Plannlng
ComrnlSSlon's denlal of an appllcatlon for converSlon of a 10 unlt
apartment to condomlnlums.
Background
The appllcant owns a seven year old 10 unlt apartment bU1ldlng
at 844 - 7th Street WhlCh provldes 15 parklng spaces thereby
qualifying lt for converSlon. The parklng plan lnvolvlng flve
tandem spaces was orlglnally approved by the Traffic & Englneer-
~ng Department although that office indicates they would not
approve the plan lf submltted today. The 15 space arrangement
lS extremely awkward and is in fact not currently belng utllized
as 15 spaces but only 14. The Planning Commission by a vote of
4 to 3 denled the applicatlon on the basis of the park~ng arrange-
ment and the appllcant has appealed the matter to the City Council.
Alternatlves
The Santa Monlca Subdiv~slon Ord~nance and the State Map Act pro-
v~des that the City Councll may afflrm, reverse or modify the
Determinatlon of the City Plann~ng CornmlSSlon In the matter of a
Tentative Tract Map. The Counc~l may therefore grant the Appeal

and allow the converSlon, deny the Appeal and allow the decislon
of the Plannlng Comrnlssion to stand or grant the Appeal with
such modificatlons as they bel1eve lndicated.
Recommendatlon
Whlle the park1ng arrangement 15 awkward and not entirely sat-
1sfactory by present standards, lt was legally accepted by the
Trafflc Eng1neer at the time of construct1on and wlll work wlth
smaller cars. It 18 respectfully recommended that the Clty
Councll grant the Appeal and approve the appllcation wlth the
followlng condltlons:
1. That the garage be repainted and restrlped to provlde
15 automobile spaces ln accordance wlth the original plan,
that lightlng ln the garage area be lmproved, that auto-
matlc securlty gates be lnstalled at the entrance and that
securlty screens be installed on the north slde to prevent
entry to the garage by unauthorlzed persons.
2. That all necessary repairs lndicated by the Comprehensive
Buildlng Condltlon Report be completed and a plan for the
redecoratlon and landscaping of the exterior be prepared and
approved by the Archltectural ReVlew Board.
3. That approved smoke detectors be installed In each unlt.
4. That a trash enclosure acceptable to the General Ser-
Vlces D~rector be lnstalled.
5. That parklng shall be asslgned to and travel wlth each
unlt at a ratlo not less than one space per unit and all
tandem spaces shall be asslgned to the same dwell1ng unlt
as the lndependently accesSlble space comprlslng the other
half of the tandem arrangement.
6. That all exterlor doors be equlpped w~th slngle or
double cyllnder dead-bolt locks.
