SR-402-007 (21) EIR Certification Resolution Santa Monica, California City Council Meeting: May 20, 2003 RESOLUTION NO. ________ (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT PREPARED FOR THE CIVIC CENTER PARKING STRUCTURE WHEREAS, a Notice of Preparation of an Environmental Impact Report (EIR) was given on June 22, 2002; and WHEREAS, a Notice of Completion of a Draft EIR was given on October 31, 2002; and WHEREAS, the Draft EIR was circulated for a 45-day period that concluded on December 16, 2002; and WHEREAS, on February 4, 2003, the Final EIR was published; and WHEREAS, on February 19, 2003, the Planning Commission of the City of Santa Monica certified the Final EIR; and WHEREAS, on March 15, 2003, the decision of the Planning Commission for certification of the EIR and approval of the Civic Center Parking Structure was appealed to the City Council, requiring re-certification of the Final EIR; and 1 WHEREAS, on May 20, 2003, the City Council, as Lead City Agency, has reviewed and considered the Final EIR in full compliance with State and City CEQA Guidelines. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council has reviewed and considered the information contained in the Final Environmental Impact Report on the Civic Center Parking Structure prior to acting on the project. SECTION 2. The City Council certifies that the Final EIR for the project was presented to the City Council, that the Final EIR was completed in full compliance with State law and City CEQA Guidelines, that there was adequate public review of the Draft Environmental Impact Report, that it has considered all comments on the Draft Environmental Impact Report and responses to comments, that the Final Environmental Impact Report adequately discusses all significant environmental issues, that the Final Environmental Impact Report reflects the independent judgement and analysis of the City, and that the Planning Commission has reviewed and considered the information contained in the Final Environmental Impact Report in its decision-making process prior to approving the project. SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and 2 thenceforth and thereafter the same shall be in full force and effect.
