SR-402-007 PCD:SF:JT:SHK:BM:f/ppd/share/ccreport/EIP Contract1Santa Monica, California Council Meeting: July 11, 2000 To: Mayor and City Council From: City Staff Subject: Recommendation to Authorize the City Manager to Negotiate and Execute a Contract with EIP Associates in an Amount Not to Exceed $97,750 to Prepare an Environmental Impact Report for the Development of Two- Mixed Use Buildings INTRODUCTION This staff report recommends that the City Council authorize the City Manager to negotiate and execute a contract with EIP Associates in an amount not to exceed $97,750 including a 15% contingency ($12,750), to prepare an Environmental Impact Report (EIR) for the proposed construction of two mixed-use buildings, one to be located at 2012-24 Main Street and the other to be located at 2021-29 Main Street. DISCUSSION The environmental assessment process is being initiated in conjunction with an application for two Development Review Permits which have been submitted to the City by the project applicant for the proposed construction of two mixed-use buildings, one to be located at 2012-24 Main Street and the other to be located at 2021-29 Main Street. The Planning and Community Development Department has determined that an Environmental Impact Report (EIR) will be required to evaluate the combined projects. 1 Once an EIR is prepared, there will be a public comment period during which interested persons can review and comment on the environmental analysis prior to public hearings on the projects. Pursuant to the City’s professional services bid procedures, the Planning and Community Development Department issued a Request for Proposals to prepare the EIR for this project. Two firms responded with proposals. Staff recommends that EIP Associates be selected to prepare the EIR due to its proposed scope of work, competitive cost and experience in preparing similar environmental studies. The contractor is well qualified to perform the work and has prepared similar studies for other projects in the City. BUDGET/FINANCIAL IMPACT Since the California Environmental Quality Act (CEQA) work is being performed for the benefit of the private development applicant, the project applicant will deposit funds to cover the estimated $85,000 cost with the City. Funds from the applicant will be deposited into Account Number 80.201172. Additional contingency funds (up to a maximum of 15% or $12,750 of the original contract amount) will be deposited by the project applicant to this same account if it is determined by the Director of Planning & Community Development that the original scope of services needs to be amended to provide additional environmental analysis. Expenditures to cover the cost of this additional analysis will be charged to this account without any financial impact to the City. 2 RECOMMENDATION It is recommended that the City Council authorize the City Manager to negotiate and execute a contract with EIP Associates in an amount not to exceed $97,750 to prepare an Environmental Impact Report for the proposed construction of two mixed-use buildings, one to be located at 2012-24 Main Street and the other to be located at 2021-29 Main Street.
