Introduct~on
An appeal of the Plann~ng CO~~~SSlon decls10n approvlng thlS proJect
has been flIed by Roxanne Hodges Thomas, an lnterested cltizen. The
~")roject proposal1s to renovate i;l.nd eventually add a second story to an
eXlstlng structure at 1388 2nd Street for use by ProJect Return as a
social and vocat20nal rehabilltatlon faClllty for psych~atrically
dlsabled adults. Follow~ng a publlC hear~ns on Aprll 9, 1984, the
SlX Planning Commissloners present unanlmously approved the
proJect with condltlons.
Background
The current use of the property is for a wholesale illlrror company.
The Monlca Theater lS located to the south and a parklng lot and
off~ce bu~ld1ng are to the north.
The development of the proJect
is proposed In 3 phases. Durlng phase 1, 25 to 50 people will
occupy the facilLty for educatlonal classes and soclal events.
The front port1on of the ground floor wlll be yenovated for use as a
Pro;ect Return operated retall boutlque/craft buslness. In approxlwately

a product line workshop. After purchase of the structure, Phase 3
involves the conSLructlon of a full second story for offlce, conference
rooms, classrooms and exerClse area.
Each type of use proposed for the faclllcy 1S permltted In a C3
zone. The product Ilne workshoPr consldered llght manufacturlng,
regulres a condltlonal use perm1t. Because thlS proJect 15 located
in the parklng assessment dlstr1ct, no addlt10nal parklng is
requlred to meet Clty Code standards.
AnalYS1S
The proJect conforms with the development standards of the C3 zone,
w1th the proposed standards of the draft Land Use Ele~ent and ~s
conslstent wlth a stated Ob]ectlve of the d:aft Land Use Element
to satisfy employment needs of Clty resldents, especlally the
non-employed or under employed.
Project Return currently operates 30 social clubs ~n the Los A~geles

Test~mony at the publ~c hear~ng from the appl~cant, members of ProJect
Return and other supporters emphas~zed the value of prov~d~ng a perma-
nent context wlth~n which to prov~de Job traln1ng, bUSlness experience,
soclal, recreat~onal and educatlonal opportunlt1es for the recover1ng
mentally 11l and the ~mportance of chooslng a slte located w~th~n the
business d~strict near employment opportunities, public transportation
and retall1ng centers for the successful operatlon of ProJect Return's
own buslnesses. Project Return members testifled to the support and
encouragement the program has prov~ded and to the need for providlng
a permanent facl11ty to better serve Santa Monlca res1dents.
Opponents of the proJect clted the eXlst1ng problem of homeless people
~n the area, noted 1nc1dents of crlmlnal or b1zarre behav10r on the
part of mentally 111 persons, and emphas~zed that wh~le Project Return
provldes a worthy serv~ce, ~t should be located somewhere else.
Representat1ves of the adjacent Monlca Theater expressed the concern
that the presence of ProJect Return mlght create a percept10n on the
part of theater customers that the area was unsafe and thus dlscourage
bus1ness. Letters of support and Opposltlon are attached.
The Plannlng Commlsslon, In approvlng th~s project, made specific
flnd1ngs which are contalned In the attached statement of offlcial
actlon. The Commlsslon wa1ved the 1.5% arts and SQClal serv~ce fee
for th1S social service proJect. One cond1tlon of approval of
partlcu1ar note is condlt~on 12 WhlCh restrlcts hours of operatlon

for the educatlonal and soclal actlvltles of the members from 10:00 a.~.
to 7:00 p.m., allows meetings to extend to 10:00 p.m. and does not
restrlct hours of speclal non-recurrlng events. Conditlon 12 also
requires that at least every SlX months the proJect Return Board
meetlngs,whlch are public meetlngs, be for the purpose of lnvltlng
publlC comment.
In an effort to lnvestlgate the lssues ralsed by opponents of thls
proJect which formed the basls for thlS appeal, the Clty Manager and
Clty Staff have met wlth concerned cltizens and representatives of
the Chamber of Commerce. At thlS meetlng both support and Opposltlon
to the project were expressed. At the request of this group the
Conununl ty Llalson has convened a meeting for Thursday, May 17,
among Chamber of Commerce representatlves and mental health profes-
sionals to further explore and evaluate the potentlal lmpact of this
program on surrounding buslnesses.
Clty Councll Authorlty
Under the provlslons of Sectlon 6 of Ordinance No. 125l(CCS) the
Clty Caunell may afflrm, reverse or modlfy any determlnation of the
Plannlng Commlsslon ln regard to an Interlm Development Permlt and
the deClslon of the City Council shall be flnal. In approVlng an
appllcatlon the CommlSS1on or Councll must find that:
1. The development 15 consistent wlth the flndlngs and purpose of
Ordinance 1251.
2. The proposed plans comply wlth exist1ng regulations contalned
In the Munlclpal Code.

Due to conf'licting engagements on March 13, 1984, I will be unable to att.end
the Council Meeting regarding the above mentioned project.
I strongly believe that this institution would not be in the best interest
of this area. The area shows too many signs of det.enoration at this time. This
addi tion would only expedite the process.
The "Farmer I s Market ", held each Wednesday, has attracted pick pockets and
caused serious traffic and parking proble:us for all of' the surrounding businesses.
Due to the age and often times the infirmities of M"'ny of our customers, it after
becomes a very serious problem. when trying to reach our office.
The Mall, between Wils..rlire and Broadway, has a very h.igh vac8l:cy factc~.
Muggings and other forms of crime seem to be higher in this area of Santa HO!l~ t:a
compared to other bu sine ss areas in Santa Monica.

Too often we have vagrants enter our office and sit doW1 or disturb our
--customers and we 1Ilt1st ::request that they leave the premises. This has, at times,
-become a frightening -experience for the office personnel. and the cust.omers. When
-speakiIg t.o- others vith businesses we are told that they too experience the same
problems. All have the SB14e problems.
The proposed project could well bring a fUrthe~ depressing effect on this area.
Please do not allow this to happen.

It has come to my attent10n that Project Return will be scheduled to
appear before the Planning Commission on April 9, 1984 regarding a
Conditional Use Permit and a Develop~ent Review. I would llke to
take this oppo~tunity to express my support for ProJect Return and
lts proposed Center.
I became aware of ProJect Return over a year ago and have been im-
pressed with the organization as a whole and especially the commlt-
ment of the Director and support staff members. The organization is
provlding an extremely crucial service for recovered mentally ill
persons and for the communlty at large. I have recelved very posi-
tlve feedback regarding ProJect Return from other providers of SOClal
services, from parents of recovered mentally-ill persons and from
members themselves.
Mayor Ken Edwards, representing the Clty of Santa Monica, presented
a Commendation to ProJect Return last summer during its Walk-A-Thon
event. I was very pleased to be present at this event; the enthusi-
aSID and cooperation of members, families and staff made a very
positive impact on all lnvolved. I have also enJoyed worklng with
Project Return's Director, John Siegel. Mr. Siegel assisted the
Westside Consortlum for the Dlsabled with lts "Dlsabllity Awareness
Day" last October and is also actlve in other local coalitlons and
task forces.
The proposed Center, based on the successful Founta~n House Nodel in
New York, will be a positive aacltion to the excellent social
service network currently eXlstlng In Santa Monica. Whl1e our
community houses well known agenc1es providing services for senlors,
youth, physiCr;tlly<lisah),-e;d .and -other targ-et populativns, littl€ is
available for recovered mentally ill persons. Certalnl~ a gap would
be filled by allowing ProJect Return to operate a communlty support
systerr including a wide range of psychosoclal rehabl11tatlon Frogra~s
and related resource 14nkages.
