SUBJECT: Supplemental Staff Report Regarding Modification of
Section 9041.6 of the Zoning Ordinance Regarding
Landscape Area for Building Sites in the Commercial
Districts.
Since publication of the staff report on this item for last
week I S Council meeting, another al terna ti ve has been suggested
which warrants Council consideration.
This alternative would
require that a setback/landscape area be installed which would be
determined by the same formula proposed for the BCD, C-3, C-4 and
C-6 Districts (3% of site area multiplied by the number of floors
of the building).
Thus, except for zones where the Zoning
Ordinance has specific setback requirements (e.g. C-5, CP, CM and
RVC) , under this alternative, all commercial zones would have
setbacks governed by the same formula.
One caveat to requiring a setback in the C3C District would
suggest that any setback on the Third street Promenade would not
be appropriate. Virtually all new buildings and renovations of
existing buildings have been built to the front property line.
The City's new sidewalk and streetscape have cr~ated substantial
open space and landscaping as well as an inviting pedestrian
environment. Further setbacks seem unnecessary.

Recommendation
It is recommended that the council consider the 3% of lot area
formula for the C-2 and C3C Districts, except for the Third
Street Promenade.
