SUBJECT: Amendment to a Purchase Order with Civic Solutions, Inc. for a Total
Amount Not to Exceed $85,500 for Additional Planning Services Required by
the City Planning Division.
Introduction
This staff report recommends that the City Council authorize the City Manager to approve
amendments to a Purchase Order with Civic Solutions, Inc. for an additional $31,000
resulting in a new total amount not to exceed $85,500 to provide additional interim
planning services for the City Planning Division.
Background
Civic Solutions, Inc. has provided supplemental planning services since March 2001 to fill
in for staff on parental leave and to fill vacancies. These services were intended to end by
June 2001. Because new hires will not commence employment with the City Planning
Division until the beginning of August 2001, the Division actually required contract services
through July 2001.
Discussion
In order to manage the current workload, maintain service continuity, and provide good
customer service while filling temporary and full-time staff vacancies, it was necessary to

continue contract-planning services. In the spring of 1999, staff interviewed
representatives from three firms Hogle-Ireland, Inc., Willdan Associates, and Civic
Solutions. Civic Solutions was selected as best qualified to provide interim planning
services. The contract planners provided excellent interim services from March through
July 2001.
Budget/Financial Impact
Funds for the interim planning services are available in Account #01266.511690 in Fiscal
Year 2001-2002.
Recommendation
It is respectfully recommended that the City Council authorize the City Manager to approve
an amendment to a purchase order with Civic Solutions, Inc. for an additional $31,000,
resulting in a new total amount not to exceed $85,500 to provide interim planning services
to the City.
