SR-400-009 (7) t( 00' COr L-L ~y 2~ ~aa C/ED:CPD:DKW:EC:se COUNCIL MEETING: May 24, 1988 Santa Monica, California TO: Mayor and City council FROM: City staff SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute Contract with cotton/Beland Associates to Conduct a city-wide Land Use Survey INTRODUCTION This report recommends that the City council authorize the City Manager to negotiate and execute a contract with Cotton/Beland Associates (CBA) to conduct a comprehensive land use survey of the city of Santa Monica. BACKGROUND The purpose of the land use survey project is to create a database that lists, describes and quantifies existing patterns of land use in Santa Monica. The project will include preparation of land use maps, development of a parcel-specific computerized land use inventory, and a report setting forth the findings of the study. The last comprehensive land use survey was conducted over ten years ago in 1975. Since 1975 there have been many changes in the landscape of the City: two Redevelopment projects, a large number of residential demolitions and development of new - 1 - (,--L MAY 24 1988 .. mUlti-family uses, and a general intensification of commercial land uses. The land use survey will identify these changes. The land use data provided by the 1988 survey will play a key role in the geographic-based information system (GIS) currently under development (which will ultimately include both automated permit tracking and land use mapping capabilities), in future updates of the General Plan and Zoning Ordinance, and in performing comprehensive rezonings over the next two years. The survey will take advantage of other land use databases which are available, such as information from the County Assessor and the Rent Control Administration. The survey will also include new air photographs of the City, updating the 1985 air photographs currently maintained by the General Services Department. The selection process for this project included issuance of Requests for Proposals in March 1988, submittal of proposals from six firms in April 1988, and interviews of the three top-rated consultants in May. Based on an analysis of prior experience with similar projects, staff is recommending Cotton/Beland Associates (CBA) be selected to perform the land use survey. CBA's land use survey experience, local knowledge and availability, and computer mapping capabilities resulted in a superior proposal. This project will take approximately nine months to complete and will result in both maps and data which, together with the City-wide Traffic study, will provide a database which will greatly enhance the planning process in the city. - 2 - .. BUDGET/FINANCIAL IMPACT The Fiscal Year 1987-88 budget includes a $100,000 allocation for this project in the city Planning Division budget account 01-200-266-000-410. CBA will perform the survey and associated tasks for a total of $88,410, and staff is recommending a $5,000 contingency amount above this figure in the event the city wishes to increase the number of work products, such as maps, to be produced as part of the project. RECOMMENDATION staff respectfully recommends that the city Council authorize the ci ty Manager to negotiate and execute a contract with Cotton/Beland Associates to conduct a comprehensive land use survey of the city of Santa Monica in the amount of $93,410, $5,000 of which is to be used solely at the discretion of the Director of Planning for additional work products not contemplated in the CBA proposal.
