Subject: Contract with Keyser Marston Associates Inc. in an Amount Not to Exceed
$140,000 to Prepare a Nexus Study, Analyzing the Relationship Between
New Development and Child Care Needs, and a Nexus Study Analyzing
the Relationship Between New Development and Arts Needs.
INTRODUCTION
This staff report recommends that the City Council authorize the City Manager to
negotiate and execute a contract with Keyser Marston Associates Inc. in an amount not
to exceed $140,000 including contingencies, to prepare a nexus study which analyzes
the relationship between new development and the need for child care, and between
new development and the need for art in the City.
DISCUSSION
The nexus study would address issues identified in two reports the City commissioned.
The Santa Monica Child Care Master Plan (September 2000) identifies the critical shortage
of available child care in the City, and cites the increase in new development as a possible
reason for the shortage due to the high number of non-resident employees who use child
care in the City. The Artist Live/Work and Studio Space in Santa Monica Report (June
2000), recommends that a nexus study be conducted to analyze the relationship between
new development and the loss of affordable live/work and studio space for artists in the City

of Santa Monica. This nexus study will also analyze the potential link between new
development and the City’s cultural and aesthetic needs as outlined in the 1992 Cultural
Affairs Masterplan (updated in 1996) to determine the appropriateness of an arts program
that addresses the need for art in addition to the shortage of studio and live/work space.
Pursuant to the City’s professional services selection procedures, the Planning and
Community Development Department issued a Request for Qualifications to prepare
this nexus study. Two firms responded with proposals. Staff recommends that Keyser
Marston Associates, Inc. be selected to prepare the nexus study due to its proposed
scope of work, competitive cost and experience in preparing similar studies. The
contractor is well qualified to perform the work and has prepared similar studies that
have been successfully used as a basis for policy initiatives.

Funds for this study are available in Account # 01266.555060.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to negotiate and
execute a contract with Keyser Marston Associates Inc. in an amount not to exceed
$140,000 to prepare a nexus study, analyzing the relationship between new
development and need for child care, and analyzing the relationship between new
development and the need for art in the City of Santa Monica.
