SUBJECT: Amendment to Contract #1130 with Civic Solutions, Inc. for Additional
Planning Services Required by the City Planning Division.
INTRODUCTION
This report recommends that the City Council authorize the City Manager to approve an
amendment to Contract 1130 (CCS) with Civic Solutions, Inc. for an additional $75,000
resulting in a new total amount not to exceed $236,440 to provide interim planning
services for the City Planning Division.
BACKGROUND
Civic Solutions, Inc. has provided supplemental planning services to the City since May
2005 due to vacancies in authorized staff positions. Initially, it was anticipated that the
vacancies would be filled and there would be no further need for contract services after
October, 2005. Internal promotions created new staff vacancies at a lower level
however, and it is not anticipated that staffing will be complete until January 2006. The
recommended contract amendment with Civic Solutions will cover costs associated with
an additional two months of Planning services, for a total of eight months of
supplemental Planning services.

DISCUSSION
In order to manage the current workload, maintain service continuity, and provide good
customer service while authorized full-time staff positions are vacant, it is necessary to
hire contract-planning services. In the spring of 2005, staff interviewed independent
planning contractors as well as the Civic Solutions firm. Civic Solutions was selected as
best qualified to provide interim planning services. The contract planners have provided
excellent interim services since May 2005.
BUDGET/FINANCIAL IMPACT
Funds for the interim planning services will be charged to account 01266.511690
funded from savings in account 01266.511000.
RECOMMENDATION
Staff recommends that the Council authorize the City Manager to approve an
amendment to contract 1130 with Civic Solutions, Inc. for an additional $75,000,
resulting in a new total amount not to exceed $236,440 to provide interim planning
services to the City.
