SUBJECT: Amendment to Contract# 8155 (CCS) with JAS Pacific for Temporary
Agency Employees in Code Enforcement, Construction Inspection
Services and Plan Check Administration and Review for the Building and
Safety Division.
INTRODUCTION
This report recommends that the City Council authorize the City Manager to negotiate
and execute an amendment to contract number 8155 (CCS) with JAS Pacific for code
enforcement, construction inspection and plan check administration and review services
in an amount not to exceed $500,000.
BACKGROUND
JAS Pacific Corporation has provided temporary staffing services for code enforcement,
inspection services and plan check administration and review since 2001 due to staff
vacancies and high demand for service in these areas.
DISCUSSION
In July 2004, the Matrix Consulting Group completed an evaluation of the City’s permit,
plan check, inspection, and code enforcement processes. They recommended that
building plan check and inspection services be staffed at a level to meet average
workloads and that consulting services be used to provide consistent levels of service

during peak periods. To implement this recommendation, two additional inspector
positions were authorized to accomplish next day-inspections for nearly all volumes of
requests. Consultant inspection services are used in the event of staff vacancies.
Vacancies exist in the code enforcement and inspection functions. To fund temporary
code enforcement and inspection staff and maintain service levels, the contract for
professional services must be amended.
Continuing temporary staffing with JAS Pacific Corporation will promote continuity and
uniformity in enforcement and inspection and maintain existing contract staff on site.
JAS Pacific has demonstrated the capacity to provide quality services in a prompt
manner and at a fair and competitive price. Proposals were recently obtained from
several firms for inspection and plan check services and JAS Pacific was found again to
be the best provider for code enforcement and building inspection services. JAS Pacific
provided the best combination of experienced and available staff, quality control
mechanisms, similar work experience, customer service ethic and competitive fees.
BUDGET/ FINANCIAL IMPACT
Funds for this contract amendment are available in FY 04/05 account numbers
01321.555060 (Professional Services) in the amount of $75,400 and 01321.511000
(Permanent Employees) in the amount of $64,600 as a result of salary savings from
vacancies in the Building and Safety Division for FY 04/05. The remainder of funds will
be transferred from vacancy savings to this contract in FY05/06. Staff will monitor and

insure that expenditures do not exceed available funds.
RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to negotiate and
execute an amendment to contract number 8155 (CCS) for code enforcement,
construction inspection and plan check administration and review in an amount of
$500,000 for a new contract total not to exceed $1,163,000.
