SUBJECT: Modification to Contract #8329(CCS) with Matrix Consulting Group for
additional services related to its evaluation of the City’s permit, plan check
and inspection process and the code enforcement process.
Introduction
This report requests that the City Council authorize the City Manager to negotiate and
execute a modification to Contract #8329 (CCS) with Matrix Consulting Group in the
amount of $2,250 for additional services related to its evaluation of the City’s permit,
plan check and inspection process and the code enforcement process.
Background
On March 9, 2004, Council authorized a contract with Matrix Consulting Group in the
amount of $62,000 and contingency of $6,000 to evaluate the City’s permit, plan check
and inspection process and the code enforcement process.
Discussion
At the City’s request, Matrix Consulting Group expanded its scope of work to include
additional interviews beyond the 35 originally specified and an assessment of
processing times for discretionary and administrative permits. The total cost of the
added scope exceeds the contingency by $2,250.

Recommendation
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a modification to Contract #8329 (CCS) with Matrix Consulting Group in an
amount not to exceed $2,250.
