SR-400-009 (14) PCD:SF:TM:F:\BLDSAF\ADMIN\CONSULTANTS\JAS PACIFIC COUNCIL MEETING: March 23, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Amendment to Contract # 8155 CCS with JAS Pacific for Temporary Agency Employees in Code Enforcement, Construction Inspection Services and Plan Check Administration and Review for the Building and Safety Division and Amendment to Contract # 7742 with Bing Yen and Associates for Geotechnical and Engineering Geology Services. INTRODUCTION This staff report recommends that the City Council authorize the City Manager to negotiate and execute amendments to the following contracts: 1) Contract number 8155 (CCS) for code enforcement, construction inspection and plan check services with JAS Pacific Corporation in an amount of $250,000. 2) Contract number 7742 (CCS) in the amount of $80,000 with Bing Yen and Associates for geotechnical and engineering geology services. BACKGROUND In October 2002, Council authorized an amendment of $190,000 to the existing contract for geotechnical and engineering geology review services with Bing Yen and Associates, bringing the current contract amount to $440,000. In October 2002, Council also authorized a contract in the amount of $300,000 with JAS Pacific to provide temporary staffing in the Building and Safety Division due to staff vacancies in code enforcement, construction inspection and plan check services. On January 27, 2004, the Council directed staff to consider how the city might enhance building inspection activities in the short term (prior to adoption of the FY 2004-2005 budget). DISCUSSION Vacancies continue to exist in code enforcement and inspection functions. To fund the additional temporary staff to improve inspection services as directed, contracts for professional services must be amended. Bing Yen and Associates has provided geotechnical and engineering geology review services for the Building and Safety Division since June of 2000. They have demonstrated the capacity to provide the qualified personnel promptly, within the time specified, and without delay. The price for their services is fair, reasonable, and competitive. JAS Pacific Corporation has provided temporary staffing services in both FY 2001-2002 & 2002-2003 for code enforcement, inspection services and plan check administration and review. Continuing temporary staffing with JAS Pacific Corporation will promote continuity and uniformity in enforcement and inspection. They have demonstrated the capacity to provide the qualified personnel promptly, within the time specified, and without delay. The price for their services is fair, reasonable, and competitive. 2 BUDGET/ FINANCIAL IMPACT Funds for the $250,000 required for contract number 8155 and the $80,000 required for contract number 7742 are available in account number 01321.555060 for professional services. RECOMMENDATION Staff recommends that the City Council authorize the City Manager to negotiate and execute amendments to the following contracts: 1) Contract No. 8155 (CCS) with JAS Pacific Corporation in an amount of $250,000 for a new total not to exceed contract amount of $550,000. 2) Contract No. 7742 (CCS) with Bing Yen and Associates in an amount of $80,000 for a new total not to exceed contract amount of $520,000.
