Subject: Amendment ta Contract #1408 with Civic Solutions, Inc. for Additional
Planning Services Required by the Gity Planning Divisian
Recammended Action
It is recommended that the City Cauncil authorize the City Manager to approve an
amendment to Contract 1408 with Civic Solutions, Inc. for an additional $130,004
resulting in a new total amount nat to exceed $185,000 to provide ir~terim planning
services far the City Planning Division.
Executive Summary
Civic Salutions, Inc. has provided supplemental planning services #o the City in the past
due to vacancies in authorized s#aff positions. It is not anticipated that the three
Associate Planner staff vacancies will be filled until May 2Q07. The recommended
contract amendment with Civic Solutions will cover costs assoeiated with an additional
three mortths of Planning services for three contract planners, for a total of #aur months
of supplemental Planning services.

Discussion
In arder to manage the c~rrent workload re~ated to development senrices, maintain
service continuity, and provide goad customer service whiEe three authorized full-time
Associate PEanner positions are vacant, it is necessary ta hire contract-planning
services to assist the division in processing planchecks as well as administrative and
discretionary planning applications.
Cantractor/Consultant Selection
Priar to selecting Civic Solutions for this contract, stafF contacted three planning
~onsulting firms who regularly provide Southern Califomia municipalities with
professional staff experienced in permit processing. After interviewing the three firms,
Civic Salutions was selected due ta its ability to quickly provide experienced full-time
professionals to meet the Division's staffing needs.
Budqet/Financial I mpact
Funds for the interim planning services will be charged ta account 01266.511690
funded from savings in account 01268.511000.
