THE FOLLOWING SIGNS WERE APPROVED FOR INCLUSION ON THE LIST OF MERITORIOUS SIGNS BASED ON THE FOLLOWING FINDINGS: 00APP003 POLLY’S PIES 501 WILSHIRE BLVD. Freestanding pole sign at the southwest corner of the property in the shape of a house (cabinet on a pole located in the parking lot is not included). Findings: This 1967 sign at the southwest corner of the property is historically significant in that it was erected or created before 1970 and is representative of the style of the Post-War era in Santa Monica’s history in that it a large house shape with readable typography, typical of the era. In addition, the sign is an inventive representation of the use of the building as a restaurant in that the house represents the “homestyle” cooking available within. The sign was installed at a time when “dining-out” became popular and the sign indicates that one can get “homestyle” cooking away from home, a feature that was particularly noteworthy at the time the sign was installed. 00APP006 LAZY DAISY 2300 PICO BLVD. The freestanding sign. Findings: This 1958 sign is historically significant in that it was erected or constructed before 1970, and is representative of the style of the Post-War era in Santa Monica’s history in its shape, form, fabrication and oversized scale in relation to the building, traits representative of the Post-War era. In addition, the sign is visually significant in that it remains a classic example of style of the Post-War era in its use of vernacular craftsmanship and uses materials in an exemplary way. The lower portion of the sign contains slots where boards can be inserted or removed to allow for changeable information. This method of presenting changeable information pre-dates the electronic reader board. Although no longer used for its original purpose as a real estate sign with listings, the sign is maintained in its original configuration. 00APP010 BAY AREA MUFFLER 1922 14 ST. The projecting cabinet sign that extends above the roof and identifies "Bay Area Muffler" and the supporting structure. 3 Findings: This 1965 sign is historically significant, in that the sign was erected or created before 1970 and is representative of the style of the Post-War era in Santa Monica’s history in that it is highly readable and auto-readable, traits representative of the Post-War era. In addition, the sign is visually significant in that the sign is a classic example of craftsmanship and style of the Post-War era and uses materials in an exemplary way in that there are intersecting cabinet elements of varied shape. The sign is also integrated into the architecture of the building. 00APP012 BAY IMPORTS LTD 2445 SANTA MONICA BLVD. The projecting sign with a red arrow and a yellow supporting shape. Findings: This 1958 sign is historically significant in that it was erected or constructed before 1970 and is representative of the style of the Post-War era in Santa Monica’s history and represents an establishment that is an important part of Santa Monica’s history in that it was a former Cadillac dealership and the form represents the Cadillac symbol. In addition, the sign is visually significant in that it is architecturally integrated into the structure. 00APP014 ENGLER BROS. MOTOR PARTS 2630 PICO BLVD. The projecting roof sign. Findings: This 1962 sign is historically significant in that it was erected or created before 1970 and is representative of the style of the Post-War era in Santa Monica’s history with its neon piston located above acrylic faced cabinet boxes. In addition, the sign is visually significant in that the sign is a classic example of style of the Post-War era in that it is a combination of acrylic faced cabinets with neon figure of a Chevy piston that is an inventive representation of the use of the building in that the business sells automotive parts. 00APP017 LARES RESTAURANT 2909 PICO BLVD. The projecting sign. Findings: This 1969 sign is historically significant in that it was erected or created before 1970 and is representative of a significant sign-making technique in that it is fabricated of highly crafted iron work. 4 In addition, the sign is visually significant in that the sign is a classic example of craftsmanship of the period when it was constructed in its crafted iron work. 0OAPP021 FIRESTONE 1817 LINCOLN BLVD. The free-standing sign. Findings: This 1967 sign is historically significant in that it was erected or created before 1970 and is representative of the style of the Post-War era in Santa Monica’s history in its porcelain-on-steel fabrication and neon lettering. In addition, the sign is visually significant in that it is a classic example of the Post-War era in its shape, design quality, and readable typography, typical of the era. 00APP024 JON ADAMS HAIR DESIGN 2720 NEILSON WY. The free-standing pole sign. Findings: This 1969 sign is historically significant in that it was erected or created before 1970 and is representative of a significant sign-making technique in its use of an illustrative depiction and complex sign face. In addition, it is visually significant in that it is a classic example of illustrative depiction and the sign face has been fabricated in an unusual shape. 00APP026 MACCABE AND CAMP GUITAR SHOP 3101 PICO BLVD. A projecting roof sign. Findings: This 1964 sign is historically significant in that it was erected or created before 1970 and represents an establishment that is an important part of Santa Monica’s history. For many years, McCabes has provided musical instruction and entertainment to Santa Monica residents. In addition, the sign is visually significant in that it is a classic example of sign shapes of the 1960s and has a uniqueness and charm because it has visually aged. 00APP0030 EVETT’S MODEL SHOP 1636 OCEAN PARK BLVD. The projecting sign. Findings: This 1952 sign is historically significant in that it represents an establishment that is an important part of Santa Monica’s history. Successive generations of Santa Monicans have gone to this model shop and it has become 5 a Sunset Park institution. In addition, the sign is visually significant in that it possesses a uniqueness and charm because it has visually aged. 00APP031 INTERACTIVE CAFÉ 215 BROADWAY The projecting sign. Findings: This 1984 sign is artistically significant in that it was erected between 1970 and 1985 and is of contemporary design, uses innovative materials with technical excellence in its use of neon and represents an establishment that is an important part of Santa Monica’s history. The Interactive Café has a connection to the Hotel Carmel, a long-standing hotel in Santa Monica and the café was a neighborhood meeting place before the Third Street Promenade became an active commercial area. In addition, the sign remains a classic example of craftsmanship of the period when it was constructed and uses neon in an exemplary way. 00APP034 BASKIN-ROBBINS ICE CREAM 31 FLAVORS 1227 WILSHIRE BLVD The roof sign. Findings: This 1959 sign is historically significant in that it was erected or created before 1970 and is representative of the style of the Post-War era in Santa Monica’s history in its use of multiple cabinets with interesting shapes. In addition, the sign is visually significant in that the sign is a classic example of the style of the Post-War era in its use of open channel letters with visible lights inside. 00APP035 RICH SHEET METAL 1725 COLORADO AVE. The roof sign. Findings: This 1945 sign is historically significant in that it was erected or created before 1970 and represents an establishment that is an important part of Santa Monica’s history in that it is the oldest sheet metal shop in Santa Monica. In addition, the sign is an inventive representation of the business in that it is made of sheet metal, the product sold on-site. The sign is also visually significant in that it possesses a uniqueness and charm because it has visually aged. 6 00APP036 SANTA MONICA RADIATOR 1537 LINCOLN BLVD. The freestanding sign above the driveway entrance. (The projecting sign is already included on the final list of meritorious signs.) Findings: The sign is historically significant in that it was erected or created before 1970 and is representative of the style of the Post-War era in Santa Monica’s history in that it is highly readable, auto-readable, and the strong red color is meant to be seen from a car—traits of the Post War era. In addition, the sign is visually significant in that the sign spans the entrance and is architecturally integrated into the structure. 00APP037 BOYS AND GIRLS CLUB 1238 LINCOLN BLVD. The freestanding sign. Findings: This 1958 sign is historically significant in that it was erected or created before 1970 and represents an establishment that is an important part of Santa Monica history in that it has served the children of Santa Monica for more than 66 years. In addition, the sign is visually significant in that the sign is a classic example of the style of the Post-War era when it was constructed and uses materials in an exemplary way. The sign is architecturally integrated into the structure by its use of similar materials and style as the building. The scale and horizontal elements of the building are repeated in the sign 00APP047 SHAKEY’S PIZZA & YE PUBLIC HOUSE 3033 SANTA MONICA BLVD. The freestanding sign. (Approval does not include the lower reader board) Findings: This 1963 sign is historically significant in that it was erected or created before 1970 and is representative of the style of the Post-War era in Santa Monica’s history in that the shape, size, and reference to “ye public house” with a lantern on top is typical of the era. In addition, the sign is visually significant in that the sign remains a classic example of craftsmanship and uses materials in an exemplary way in that this Shakey’s sign, with its steel can with raised neon lettering, is one of 11 of its kind left in the United States. The other remaining Shakey’s have newer signs with plastic faces. 7 00APP049 SKI HAUS, INC. 3101 SANTA MONICA BOULEVARD The roof mounted sign with the skier depicted and the roof mounted sign with the “roof structure”. (There are three nonconforming signs; the appellant stated at the meeting that the angled projecting cabinet sign was not part of the appeal). Findings: These signs from 1960 (skier) and 1965 (roof structure) are historically significant in that they were erected or created before 1970 and are representative of the Post-War era in Santa Monica’s history in the use of intersecting cabinets and the shape of the signs. In addition, these signs are an inventive representation of the use, name and logo of the business in that the roof sign with its simple roof feature and its use of the German word for house (haus) references alpine skiing and in that the other roof mounted sign depicts a skier. The store rents and sells ski equipment. 00APP055 BAIRS KEYSTONE BODY SHOP 1762 14 ST. The roof sign. Findings: This 1965 sign is historically significant, in that the sign was erected or created before 1970 and is representative of the Post-War Era style in Santa Monica’s history in that the sign is highly readable, is oversized in relation to the building and is highly readable to passing cars. In addition, the sign is visually significant in that the sign is a classic example of the style of the Post-War era when it was constructed and uses materials in an exemplary way in that there are intersecting cabinet elements of varied shapes and the sign is integrated into the architecture of the building. 00APP056 THE GALLEY 2442 MAIN ST. A projecting boat and mermaid only. Cabinet signs were not included. (The “Galley” ribbon sign is a conforming wall sign). Findings: This 1965 sign (boat and mermaid) is historically significant in that it was erected or constructed before 1970 and is representative of the style of the Post War era in Santa Monica’s history. The eye-catching, less formal design is typical of the Post War era. In addition, the sign is visually significant in that the sign is a classic example of craftsmanship and uses materials in an exemplary way in that it’s a highly crafted, three-dimensional representation of imagery related to the sea requiring skilled craftsmanship in its fabrication. 8 00APP058 SUNLIGHT MISSION CHURCH 1754 14 ST. The upper level sign reading “Sunlight Mission Church”. (The cross structure is exempt from the nonconforming sign requirements). Findings: The sign is historically significant in that it was erected or constructed before 1970, and represents an establishment that is an important part of Santa Monica’s history in that the institution is a longtime provider of a religious environment and social services for the community. Prior to this location, the Sunlight Mission Church was located on Main Street for 35 years. In addition, the sign is visually significant in that the sign is a classic example of craftsmanship with its consistent lettering. The sign is also an inventive representation in that the letters of the sign are painted a golden color that reflects sunlight. 00APP062 CITY HALL 1685 MAIN ST The upper level sign denoting “City Hall” above the entry. (The upper level sign on the south elevation was not approved.) Findings: This 1938 sign is historically significant in that it was erected or created before 1970 and is representative of the style of the Early Motor Era in Santa Monica’s history in its typography consistent with the classical Moderne architecture of the building. In addition, the sign is located on a building that has been designated as a historic landmark in the City and the sign is visually significant in that its tile design is integrated into the architecture of the building. APPEALS OF THE FOLLOWING SIGNS FOR INCLUSION ON THE LIST OF MERITORIOUS SIGNS WERE DENIED BASED ON THE FOLLOWING FINDINGS: 00APP003 POLLY’S PIES 501 WILSHIRE BLVD. Findings: The 1978 sign located in the parking lot is not artistically significant in that although it was erected or created between 1970 and 1985, it is a plex-faced cabinet sign located on a pole with no distinguishing features, the design is not contemporary, it does not use innovative materials with technical excellence, and it does not represent an entity or establishment that is an important part of Santa Monica’s history. 9 00APP004 JACK IN THE BOX 802 SANTA MONICA BLVD. The freestanding pole sign. Findings: This 1969 sign is not historically significant in that although it was erected or created before 1970, it is not representative of a significant sign- making technique or style of a historic era in Santa Monica’s history and does not represent an entity or establishment that is an important part of Santa Monica’s history. The sign is widely used throughout the country and is not specifically representative of an era in Santa Monica’s history. 00APP005 SHANGRI-LA HOTEL 1301 OCEAN AVE. The hi-rise sign located on the south elevation and the freestanding signs in the parking lot. Findings: The 1984 hi-rise wall sign was not lawfully installed and therefore is not eligible for meritorious status. In July 1984, the Architectural Review Board approved the sign as a wall sign located at the first floor level. Final inspection revealed that the sign had been relocated to the fifth floor level. An ARB approval in February 1995 for conversion of the roof deck included the condition that prior to issuance of a building permit, the sign must be lowered consistent with the ARB approval. Even if it were lawful, this 1984 sign is not artistically significant in that although it was erected or created between 1970 and 1985, the sign is a large cabinet with an acrylic face that is not of contemporary design, does not use innovative materials with technical excellence and does not represent an entity or establishment that is an important part of Santa Monica’s history. The parking lot signs are not artistically significant in that although they were erected or created between 1970 and 1985, the freestanding pole signs are not of contemporary design, do not use innovative materials with technical excellence and do not represent an entity or establishment that is an important part of Santa Monica’s history. 00APP007 TUNE UP MASTERS 1534 LINCOLN BLVD. The freestanding sign. Findings: This 1970 sign is not artistically significant in that although it was erected or created between 1970 and 1985, it is an acrylic faced cabinet sign with no distinguishing features located on a pole and therefore the design is not contemporary, it does not use innovative materials with technical excellence, and it does not represent an entity or establishment that is an important part of Santa Monica’s history. The sign is widely used throughout the country and is not 10 specifically representative of an era in Santa Monica’s history. 00APP008 BROWN’S CLEANERS 1223 MONTANA AVE. The projecting roof sign. Findings: This 1970 sign is not artistically significant in that although it was erected or created between 1970 and 1985, it is an acrylic faced cabinet sign with no distinguishing features. The design is not contemporary, and the sign does not use innovative materials with technical excellence, and it does not represent an entity or establishment that is an important part of Santa Monica’s history. 00APP009 ABY AUTO MASTERS 1218 SANTA MONICA BLVD. The projecting roof sign. Findings: This 1920 sign is historically significant, in that the sign was erected or created before 1970 and is a sign representative of the Early Motor Era style in Santa Monica history in that its shape is expressive of movement, which is characteristic of the era; however The sign is not visually significant in that the sign does not possess a uniqueness or charm because it has visually aged, it is not an a classic example of craftsmanship or style of the period when it was constructed, does not use materials in an exemplary way and the sign is not architecturally integrated into the structure. While the shape and the location of the sign may be representative of the style of the Early Motor era, the typography is more current and is not used in an exemplary way. The sign is not architecturally integrated into the structure; The sign is not an inventive representation of the use, name or logo of the building or business; The sign is not located on a building or property with buildings that have been designated as historic landmarks or have been listed in the City’s Historic Resources Inventory. 00APP013 GREAT CARE MEDICAL GROUP 2221 LINCOLN BLVD. One freestanding pole sign at the front. (The applicant withdrew appeal of the two freestanding signs in the parking lot at the meeting). Findings This 1971 sign is not artistically significant in that although it was erected or created between 1970 and 1985, the acrylic faced sign at the front lacks distinguishing features and is not contemporary, it does not use innovative materials with technical excellence, and does not represent an entity or 11 establishment that is an important part of Santa Monica’s history. 00APP015 PRESTIGE CLEANERS 1106 MONTANA AVE. The freestanding pole sign. Findings: This 1962 sign is not historically significant in that although it was erected or created before 1970, it is not representative of a significant sign- making technique or style of a historic era in Santa Monica’s history and the sign does not represent an entity or establishment that is an important part of Santa Monica’s history. The sign is a simple acrylic faced cabinet mounted on a pole with no distinguishing features. In addition, the acrylic face has been replaced within the last decade and the typography of the sign is not well designed. 00APP016 CARLTON HAIR 1108 MONTANA AVE. The freestanding pole sign. Findings: This 1962 sign is not historically significant in that although it was erected or created before 1970, it is not representative of a significant sign- making technique or style of a historic era in Santa Monica’s history and the sign does not represent an entity or establishment that is an important part of Santa Monica’s history. The sign is a simple acrylic faced cabinet mounted on a pole with no distinguishing features. 00APP016 LOCANDA PORTOFINO RESTAURANT 1110 MONTANA AVE. The freestanding pole sign. Findings: This 1962 sign is not historically significant in that although it was erected or created before 1970, it is not representative of a significant sign- making technique or style of a historic era in Santa Monica’s history and the sign does not represent an entity or establishment that is an important part of Santa Monica’s history. While the cabinet shape is slightly more interesting than the two adjacent cabinet signs for Prestige Cleaners and Carlton Hair, it is also an acrylic faced cabinet mounted on a pole with no distinguishing features. 00APP018 LINCOLN PIPE AND PLUMBING SUPPLIES 2919 LINCOLN BLVD. The freestanding pole sign. Findings: This 1960 sign is historically significant in that it was created before 1970, and it represents an entity or establishment that is an important part of Santa Monica’s history in that it is a 52 year old family-run business, however, 12 The sign is not visually significant in that the sign does not possess a uniqueness or charm because it has visually aged, it is not an a classic example of craftsmanship or style of the period when it was constructed and does not use materials in an exemplary way. The sign is a rectangular cabinet sign with a secondary “arrow” cabinet indicating parking. The acrylic face of the sign contains no distinguishing features and the typography is not well crafted and the sign is not architecturally integrated into the structure; The sign is not an inventive representation of the use, name or logo of the building or business. The location of “Lincoln Pipe” within a pipe does not visually read well in the typography of the sign. The sign is not located on a building or property with buildings that have been designated as historic landmarks or have been listed in the City’s Historic Resources Inventory. 00APP022 LE MANS BODY AND PAINT 2107 LINCOLN BLVD. Two freestanding signs. Findings: These signs are not artistically significant in that although they were erected between 1970 and 1985 (1972 and 1975 per the appellant), their acrylic faced designs lacks distinguishing features, are not a contemporary design, do not use innovative materials with technical excellence, and do not represent an entity or establishment that is an important part of Santa Monica’s history. 00APP023 COCK'N BULL 2947 LINCOLN BLVD. The roof sign and the freestanding pole and support. Findings: No verification of the date these signs were erected or constructed is available. However, per the appellant, the roof sign was erected or constructed 30-40 years ago. The roof sign is not historically significant in that although it was erected or constructed before 1970, it is not representative of a significant sign-making technique or style of a historic era in Santa Monica’s history and does not represent an entity or establishment that is an important part of Santa Monica’s history. The freestanding pole sign (structure) was also erected or constructed 30-40 years ago. The freestanding pole sign is not historically significant in that although it was erected or constructed before 1970, it is not representative of a significant sign-making technique or style of a historic era in Santa Monica’s history and does not represent an entity or establishment that is an important part of Santa Monica’s history. In addition, neither sign is particularly well crafted or distinguished. 13 00APP028 BOB’S MARKET 1650 OCEAN PARK BLVD. The projecting “market” sign. Findings: This 1962 sign is not historically significant in that although it was erected or created before 1970, it is not representative of a significant sign- making technique or style of a historic era in Santa Monica’s history and does not represent an entity or establishment that is an important part of Santa Monica’s history. The sign is a simple cabinet with no distinguishing features. 00APP029 CARLSONS 1342 05 ST. The projection roof sign that reads "Carlsons". At the meeting, the appellant withdrew appeal of the freestanding sign located in the parking lot. (The wall- mounted sign with script lettering is conforming). Findings: The 1965 projecting roof sign is historically significant in that it was erected or created before 1970 and is representative of the Post-War era in Santa Monica’s history; however: The sign is not visually significant in that the sign does not possess a uniqueness or charm because it has visually aged, it is not an a classic example of craftsmanship or style of the period when it was constructed and does not use materials in an exemplary way. Tthe cabinet elements do not have any distinguishing features. The placement of the two cabinet elements is awkward and the “ball element” at the top of the sign, a distinguishing feature of this type of sign, is missing. The sign does not have the simplicity and clarity of design representative of the Post-War era. The Cadillac located on the roof. Findings: No verification of the date this sign was erected or constructed was available. The City’s 1983 photographic sign survey shows the building without the Cadillac on the roof. If the sign for this Cadillac repair business was added prior to the 1985 Sign Code, the first finding would have to be made that this sign is artistically significant. Although located on a bright, primary color acrylic face, the typography is not simple and bold as characteristic of Post War signage, but instead the typography is incompatible due to the three competing type sizes and consequently is less readable. This sign is a simple cabinet sign with an acrylic face that has no distinguishing features and has competing cabinets that may have been added at different times. Only the pole structure dates to 1966 and the pole is not the character- defining feature of the sign. The sign face has been modified within the last several years. 00APP046 URSULA’S COSTUMES 2516 WILSHIRE BLVD. The roof sign. Findings: This 1967 sign is historically significant in that it was erected or created before 1970 and is representative of the Post-War era in Santa Monica’s history; however, The sign is not visually significant in that the sign does not possess a uniqueness or charm because it has visually aged; is no longer is a classic example of craftsmanship or style of the period when it was constructed; and the sign is not architecturally integrated into the structure.
