INTRODUCTION This staff report recommends that the City Council authorize the City Manager to negotiate and execute a contract modification to Contract #8207 (CCS) with ROMA Design Group in an amount not to exceed $45,382 to reflect additional services performed for the preparation of design standards for downtown development. The draft Downtown development standards prepared by ROMA will be incorporated into the interim ordinance to be considered by the Council in the spring. DISCUSSION On October 28, 2003 the City entered into a contract with ROMA Design Group in an amount not to exceed $150,000 to assist the City with new Downtown design and development standards. As the public process progressed, additional meetings with staff, Boards, and Commissions were added including two hearings scheduled before the Council on October 28, 2003 and April 13, 2004. In addition, multiple draft 1 documents were prepared that were beyond the original scope of work and a solar impact analysis that demonstrated the benefits of the proposed development standards on solar access for upper floor residential units was prepared at the request of the Planning Commission. A contract modification in the amount of $45,382 is necessary to compensate ROMA for the additional services provided. BUDGET/FINANCIAL IMPACT Sufficient funds are currently budgeted in account number 01266.555060 to cover the cost of the contract modification. RECOMMENDATION It is recommended that the City Council authorize the City Manager to negotiate and execute a contract modification with ROMA Design Group in an amount not to exceed $45,382 for a total amount of $195, 382.
