SUBJECT: Supplemental Staff Report Regarding Proposed Modifications to
Development Review Thresholds and Development of Multi-Family
Housing.
INTRODUCTION
This report transmits information to the Council regarding possible options for
modifications to Development Review thresholds in commercial and industrial
districts for projects that contain multi-family residential uses.
BACKGROUND
Staff believes that the Council has three options to consider in modifying
Development Review thresholds for projects that contain multi-family residential
uses. These options are:
1) Proceed with the modifications as recommended by staff without
separate consideration for projects with multi-family components;
2) Exempt mixed-use projects that contain a minimum of 80% of floor
area devoted to multi-family residential uses; and
3) Exempt projects that contain 100% affordable housing units deed
restricted to households with incomes 80% of median income or less;
RECOMMENDATION
It is recommended that the Council discuss and provide direction to staff.
