Recommendatlons for PubllC Access and Improvement Requlrements
For Development Projects
INTRODUCTION:
An ord1nance has been prepared which lncorporates the recommendatlons WhlCh
were made and approved by Council on November 22, 1977. This ordinance
ame1GS Artlc1e VII of the ~uniclpal Code to require access and improvement
requirements on public streets and alleys as a condition of development.
BACKGROUND:
In Santa Monica all development projects which requlre zone changes, conditional
use permlts, or other discretionary approvals are required by the Plannlng
Cowmlsslon and/or Archltectural Review Board, and/or the City Counell, to
make certaln lmprovements in the public streets and alleys that are adJacent
to the development. There are no requirements in the Munlcipal Code for
these lmprovements for projects which do not requlre discretionary approvals.
As an example, lf a developer wishes to buiJd a multl-story office building
on any street which 1S currently zoned for such a bUlldlng, there are no
requirements for replacement of sub-standard sidewalk, curb radii, installation
of wheelchair ramps, installatlon of street trees, alley pavlng. or similar
lmprovements that may be necessary to serve such a buildlng. Many cit1es have
such ordlnance requlrements; these include Los Angeles, Manhattan Beach,
Hermosa Beach. and Laguna Beach.
