Introductlon
ThlS report transffilts the attached ordlnance
relmposlng the moratorlum on stock cooperatlve apartment
proJects.

The attached ordlnance 15 ldentlcal to that adopt~d
by the Clty Councll on February 14, 1978.
ThlS moratorluIll
was extended for an addltlonal nlnety (90) oays by the
Clty Councll on May 9, 1978. The extenslon was requested
by Lhe P~annlng CommlSSlon to perIlllt further study of
proposed regulatlons.
Inadvertently, the extenslon by the
Clty Councll was not approved In the form of an ordlnance,
as It should have been.
Recommendatlon
Thus, to ensure lts effectlveness, It lS respectfully
recommended that the Clty Councll relmpose the moratorlurn
for a perlod extendlng to August 7, 1978 by adoptlng the attached
