Requlrements for Development ProJects
Introductlon
ThlS report transffilts the attached ordlnance
for second readlng and adoptlon.
Background
The attached ordlnance was lntroduced by the
Clty Councl1 at ltS meetlng of January 241 1978. BaslcallYI
the attached ordlnance adds the requlrement to the Santa
Monlca !1unlclpa1 Code thatl where zone changes, condltlonal
use permlts or other dlscretlonary approvals are requlred
for development, certaln lmprovements In adJacent publlC
streets and alleys may also be requlred as a condltlon to
such approval. A copy of the prevlous staff report lS
attached for lnformat1on purposes.
At the suggestlon of Clty Staffl the attached
ordlnance has been mod1fled from the tlme that 1t was
lntroduced for flrst readlng. The modlflcatlons are as
follows:
1. Sectlon 7164 has been modlfled to:

cost to the C~ty, and to add the
requ~rement of ~n5tallat~on of street
trees, and ~ntersectlon ramps for handl-
capped persons where appllcable, to the
requ~rements of curbs, gutters and
s~dewalks along street frontages.
2. Sectlon 7165 has been modlfled
to requlre reasonable dralnage lmprovements
only when development on a lot generates
run-off WhlCh 15 add~tlonal to that
WhlCh eXlsted prlor to the development
and to requlre that dralnage lmprovements
conform wlth the UnLform BUlldlng Code
dralnage provlslons.
3. Sectlon 7166 has been modlfied so
that lt now requ1res only the under-
groundlng of utllltles for structures
WhlCh recelve new electrlcal service
as a result of proposed development,
and then only when such structures are
not slngle famlly resldentlal.
4. Seetlon 7167 has been modlfled to
add the requlrements of replacement of
eXlstlng publlC lmprovements and to
lnclude curb radll and street trees

with~n the l~st of those th~ngs Wh1Ch
may be requ1red to be relocated,
repa~red or replaced at the owners
expense.
Because of these changes, the attached ord1nance
18 be1ng subm1tted both as ~ntroduced, and as mod1f1ed
for conSlderatlon by the Clty Councll.
Alternatlve Solutions
The Clty Counc1l may adopt the attached ordlnance
as modlf1ed, may adopt the attached ordinance as prev10usly
submltted, or may request further modlflcatlon In the
attached ordlnance prlor to adopt1on.
Recommendat1on
It 1S respectfully recommended that the C1ty
Council lntroduce the attached ordlnance as mod~fled for
second reading and adopt the same.
