Introductlon
ThlS report trdnSffilts the attached ordlnance
WhlCh amends Chapter 1, Art1cle IX of the Santa Monlca
Munlclpal Code by addlng a new Section 9127J, relatlng
to the screenlng of park1ng and storage areas 1n connectlon
wlth comrnerclal operatlons, for lntroductlon and flrst
readlng.
Background
On September 6, 1978, the Clty Counell aeted
favorably upon a Plannlng Commlsslon reeommendatlon for a
proposed screenlng ord1nance and dlreeted the Clty Attorney
to prepare the attached ordlnance.
As proposed, the ordlnance would requ1re the
screenlng of all areas where automoblles are parked, stored,
serv1ced or repalred 1n one of two ways, elther a 3 foot
h1gh wall or hedge and a 2 foot landscaped strlp or some
other deslgn approved by the Archltectural ReVlew Board.

the Archltectural ReVlew Board. No screenlng would be
requlred wlthin 5 feet of any drlveway or vehlcle accessway.
The recommended ordlnance would not apply to automoblles
dlsplayed for salet lease or rental.
The screenlng regulatlons
would apply to new developments upon adoptlon and to all
cornmerclal propertles after flve years. At the end of the
5 year per~od eXlstlng commerclal propertles wlthout screenlng
would have the optlon of elther provldlng the 3 foot screen and
2 foot landscaplng requlrement or requestlng approval of an
alternate deslgn by the Archltectural ReVlew Board. Acceptable
and attractlve screenlng of parklng lots can be accompllshed
In a number of ways other than the rlgld 3 foot requlrement
and the CommlSSlon belleves the Archltectural Relvew Board
can achleve thlS lntent wlthout reduclng efflclency or safety
better than a speclflc and lnflexible requlrement.
The pro-
posed screenlng ordlnance would not apply to parklng or
storage area In connectlon wlth elther resldentlal or lndust-
rlal uses.
Alternatlves
The Clty Councll may adopt the proposed ordinancet
recommend changes theretot or reJect the ordlnance.
Recommendatlons
The proposed ordlnance conforms to the Plannlng
CornmlsSlon recommendatlont WhlCh \vas based upon two years of

study and numerous publ~c hear~ngs and study sess~ons w~th
lnterested members of the communlty. The proposed ord~nance
should substantlally lmprove the aesthetlc enVlronment
of the commuDlty through the provlslons of addltlonal land-
scaplng or ornamental structures ln lleu of parklng and
storage areas adJacent to sldewalks and streets. Therefore,
lt 1S respectfully recommended that the attached ordlnance
be lntroduced for flrst readlng and publlC hearlng.
