SR-400-005-04 (5) PCD:ADMIN:SF:F:\plan\admin\ccreport\sidewalk dining extension Council Meeting: June 24, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Sidewalk Dining INTRODUCTION This report recommends that the City Council introduce for first reading an interim ordinance extending for one year an initial interim ordinance allowing administrative approval of sidewalk dining and waiving parking requirements for sidewalk dining areas not exceeding 200 square feet. On June 10, 2003, the City Council introduced for first reading an interim, 45-day ordinance that contained the sidewalk dining provisions. The ordinance will expire on August 15, 2003, unless the proposed interim ordinance (Attached A) is adopted. Second reading and adoption of the initial interim ordinance is proposed on tonight’s Council agenda. DISCUSSION The proposed ordinance is intended to ensure continuity of the interim sidewalk dining standards through August 6, 2004. This one-year period provides the Council and community with an opportunity to review whether the interim provisions have assisted in improving the pedestrian environment and economic vitality of the City’s commercial districts. As directed by City Council, staff will return at a later Council meeting with 1 recommendations or ordinances related to application fees, special consideration for the RVC District, furniture and portable landscaping in the public right-of-way, merchandise in vestibules, and common ashtrays. BUDGET/FINANCIAL IMPACT The recommendation presented in this report does not have any budget or financial impact. RECOMMENDATION It is respectfully recommended that the Council introduce the interim ordinance included in Attachment A for first reading.
