Subject: Contract with Kreines & Kreines in an Amount Not to Exceed $50,950 to
Conduct Technical Analysis and Assistance in Updating the City’s Zoning
Regulations relative to Antennas and Wireless Telecommunication
Facilities.
INTRODUCTION
This staff report recommends that the City Council authorize the City Manager to
negotiate and execute a contract with Kreines & Kreines in an amount not to exceed
$50,950 including a 25% contingency ($10,200), to conduct technical analysis and to
prepare modifications to the City’s zoning regulations that relate to antennas and other
wireless telecommunication facilities.
DISCUSSION
The study will provide technical assistance and recommendations to modify the City’s
zoning regulations relative to antennas and telecommunication facilities. The study is a
continuation of services provided by Kreines & Kreines to aide the City in addressing
telecommunication and antenna issues in light of the rapid change in technology, the
Telecommunications Act of 1996 and the City’s Telecommunications Master Plan.
Pursuant to the City’s professional services selection procedures, the Planning and

Community Development Department issued a Request for Qualifications to prepare
this study in February 1999. Three firms responded with proposals. Staff selected the
firm of Kreines & Kreines based upon their expertise, experience in conducting similar
studies, competitive cost, and proposed scope of work. Staff recommends that Kreines
& Kreines continue the study with a modified scope of work that will address further
developments in technology in the telecommunications industry.

RECOMMENDATION
It is recommended that the City Council authorize the City Manager to negotiate and
execute a contract with Kreines & Kreines in an amount not to exceed $50,950 to
conduct technical analysis and to prepare recommendations for modifying the City’s
zoning regulations relative to antennas and telecommunication facilities.
