Analyzing the Relationship Between New Development and Child Care
Needs.
INTRODUCTION
This staff report recommends that the City Council authorize the City Manager to
negotiate and execute an amendment to the existing contract with Keyser Marston
Associates Inc., for an additional amount not to exceed $18,000 to complete
preparation of a nexus study which analyzes the relationship between new
development and the need for child care. The revised total amount for this contract
would be $113, 300.
DISCUSSION
The Santa Monica Child Care Master Plan (updated in September 2000) noted the
critical shortage of available child care in the City, and cites the increase in new
commercial development as a possible reason for the shortage due to the high number
of non-resident employees who use child care in the City. A Study Analyzing the
Relationship Between New Development and Child Care Needs was authorized by
Council.

Staff has determined that the Child Care Nexus study must be expanded to include
additional analysis related to the impacts of residential development on child care
needs. The Child Care Nexus Study contract must be increased by $18,000 to reflect
the additional work required for the expanded analysis. The overall contract amount
with Keyser Marston for the study is $113,300. The anticipated completion date for the
document is April, 2005.
BUDGET/FINANCIAL IMPACT
Funds for this study are available in Account # 01266.555060.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to negotiate and
execute a contract amendment with Keyser Marston Associates Inc. in an amount not to
exceed $113,300 to complete a nexus study which analyzes the relationship between
residential and commercial development and the need for child care.
