SUBJECT: Recornmendat1on to Approve Alternate Parade Route
INTRODUCTION
Thls report lS subm1tted In response to a formal request of
St. Monlca's Church, through the C~tyrs Event Management Team,
for approval of an alternate parade route for a parade marklng
the1r Centennial Celebrat10n on Saturday, May l7, 1986.
BACKGROUND
On August l2, 1975, the City Counc~l adopted Section 4241 of
the Santa Monlca Mun1clpal Code wh1ch establlshes procedures
and cr1ter1a for conductlng parades w1thln the Clty of Santa
Monlca. Paragraph 2 lnd1cates the offlclal parade route for
the C1ty: "Ocean Avenue, between the northwest C1ty l1mlts and
Colorado Avenue, shall be the C1ty'S offlcla1 parade route,
and the Ch1ef of pol1ce shall 1ssue a permlt for a parade, march,
or process1on on any other street wlth1n the Clty only after the
route for such parade, march, or process1on 1S authorlzed by
resolut1on of the Clty Councll."
A request has been submltted by St. Monlca's Church for an
alternate parade route, establ1shed 1n conJunction wlth the
Montana Merchants ASSoclatlon, to proceed on Montana Avenue

from 17th Street to 7th Street, and then turn south on 7th Street
continu1ng to the Church, located at Californla Avenue and
7th Street.
St. Monlca's par1sh has 12,000 people registered as members,
and approx1mately 9,000 of those members are Santa Monica resldents.
ThlS parade, ln con]Unct1on with other activlties, will mark
their lOOth Annlversary Celebration ln Santa Monlca.
The Montana Merchants Assoc1at1on was approached regard1ng
this parade, Slnce that same Saturday will mark a spec1al
S1dewalk Sale Event for them, for wh1ch the merchants have been
given approval.
The parade w111 use Montana Avenue from 17th Street to 20th
Street as a staglng area for the unlts ln the parade. They
antlcipate 15-20 un1ts, of WhlCh three wl1l be bands, ten
wlll be vehlcles and/or floats, and several wlll be equestrlan
un1ts. The parade w1l1 start at 9:30 a.m. and wlll not be more
than 1 hour 30 m1nutes In length.
The Pol1ce Department 1ndlcates 1t w111 cost approx1mately $2700
for off1cers to cover the major lntersect10ns and d1rect traff1c
dur1ng the tlme the streets are closed to the publlC.
To fac1lltate the merchants on Montana Avenue, an ldent1fYlng
pass card w1l1 be pr1nted and glven to merchants allow1ng them
to come through Pollce barrlcades, w1th approval, to reach thelr

shops and begln preparat10ns for the day's buslness.
In addltlon, Temporary No Park1ng slgns wll1 be posted on both
s1des of Montana Avenue and 7th Street 48 hours ln advance of
the parade 1nd1cat1ng closure of the streets. Residents two
blocks north and south of Montana Avenue from 20th Street to
7th Street, as well as resldents two blocks east and west of
7th Street from Montana Avenue to Callforn1a Avenue wlll be
not1f1ed by ma11 of the parade and 1mpend1ng closure of streets.
Alternate traff1c routes wlll be 1nd1cated on th1s flyer.
Park1ng & Traff1c Eng1neerlng 1nd1cates it will take approx1mately
280 s1gns to adequately cover both s1des of the streets. The
charge 1S $1.00 per s1gn, or $280 for slgnage. In addlt1on,
there are 2l park1ng meters on Montana Avenue. The charge for
non-use of these meters 1S $4.00 per meter, or $84 for no parking
meter use.
Barr1cades for lntersect10ns w1lI be obta1ned from park1ng &
TrafflC Englneer1ng. There 1S a $100 depos1t for thelr use.
St. Monlea's has 1ndlcated they wlll p1ck them up and return
them, el1m1nat1ng the $25 del1very charge.
Slnce the parade has eguestr1an un1ts, a street sweeper wlll
follow the parade approx1rnately twenty mlnutes after completlon
to clean the street surfaces. The San1tatlon Department 1nd1cates
the charge for th1S w1ll be $50 an hour and should cost $100.
St. Mon1ca's understands they assume respons1bll1ty for these

fees and charges ~n request1ng th~s alternate parade route. In
add~t1on, they w~ll provide ~nsurance coverage for a minimum of
$1,000,000 for th1s event, namlng the City of Santa Monica as
add1t~onal ~nsured.
The route has been approved by the C1 ty' s Event r'1anagement Team,
wh~ch ~ncludes representat1ves from the Pol~ce Department and
park~ng & Traff~c Eng~neer1ng.
BUDGETARY/FIKANCIAL IMPACT
The parade expenses w1l1 be pa1d for by St. Monlca's Church.
Therefore, there 1S no f1nanc1al lmpact upon the Clty.
RECOMMENDATION
Staff recommends that the C1ty Counc~l:
1. Approve the alternate parade route for St, Mon~ca's
Centenn1al Celebratlon to be held on May 17, 1986.
2. Approve the requ1red ~esolut1on author~z1ng the parade
route change.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA

Cente~~1al Celebratlon may and are hereby authorlzed to conduct
