Background A recent change In the State law (permlttlng loans on the se- curlty of lndlvldual shares or membershlp certlficates) has made stock co-operatlve apartments more flnancl.ally attractlve and a viable alternatlve to condomlnlUffi development. Inasmuch as the development or converSlon of rental unlts to stock co- operatlveshas essentlally the same affects as converSlon to con- dOffilnlUffiS, the Plannlng Commlsslon belleves the same procedures and condltions should be requlred. The proposed ordlnance would accompllsh this purpose. In approving the recommendatlon, the Plannlng CommlSSlon expressed ltS concern that the rlgld l~ parklng space requlrement for con- verSlons not be establlshed as a permanent lmpedlment to consld- eratlon of posslble plans lnvolvlng low or moderate cost or slmllar proJects where a hlgher level of parklng ffil.ght not be needed and the provlslon of such would be fiscally detrlmental to the proJect. Prepared by: James Lunsford JL:bt . . gOOPERATlVE HOUSING TENETS The purpose of the Unitarian Cooperative Housing Association (UCHA) is to promote the ideals of true Rcdbdale cooperat1QD (ex- plained below), and to foste~ the development of env1ronments in which those 1deals and principles can be lived out. Specifically, the UCHA plans to be an umbrella organization, assisting groups of its members to establish nonprofit, coopera- tively-owned and operated housing for themselves and their families. We anticipate a number of different buildings, each owned and managed exclusively by the people who live in that buIld1ng. with UCHA p~oviding advisory services, education. end a regular meeting place tor all. The principles ot organization and operation to be followed are the R~dale pr1nlcples (named tor the English town where this tora of cooperatl~ was developed 134 Jears ago). Brlef17, these include. 1. Production (in this case. production of houslng) tor use and not for profitJ 2. All officers, directors. chairpersons and committee members give their services without any remuneration ot any sort, 3. Decisions are democratically made by voting. Each member has an equal say regardless ot how much or how little money the member has contributed to the Association or pays for occupancy rights. No proxy voting i8 permitted~ 4. Membersh1p is restricted to persons who share the same ideals and act upon the cooperative princ1ples4 5. However. membership 1s completely nond1scr1m1nator1 on demo- graphic grounds. such as race. sex. age, rel1gion. etc. ~ooperat1ve5 were insisting upon open membership long before nondiscrim1nation became public po11cY4 6. continuous education of the membership is another principle that d1stinguished true cooperatives from other forms of organl- zations.r ' -~.
