SUBJECT: Recommendations for Increased Fll1ng Fees for
Planning Procedures
Introduction
ThlS report covers recornmendatlons that flllng fees in con-
nectlon wlth speclal plannlng procedures be lncreased.
Background
Fll1ng fees for varlOUS plannlng procedures were last adJusted
In 1969. Due to increased salarles, supplies and postage,
these fees no longer cover actual processlng cost WhlCh 1S there-
fore being SUbsldized by the entlre comrnunlty rather than those
request1ng the service and receivlng the beneflt.
In order to
make the planning operatlon as self suff1Clent as posslble and
have operatlng costs borne proportlonately by those to whom the
serVlce and benefits actually accrue, lt 1S recommended that
~lllng fees be adJusted to more accurately reflect actual costs
lnvolved and new fees be establlshed for the processlng of f1nal
tract maps, archltectural reV1ew and landmark and hlstorlc d1S-
trlct applicat1ons.
Current flllng fees for plannlng procedures are:

In addition to these lncreases, lt is recommended that new fees
be establ1shed for several actions for whl.ch no fee lS presently
charged. These 1nclude arch1tectural reV1ew $25, hlstor1c dlS-
trlct app11cat1on $500, landmark deslgnat10n appl1cat1on $100,
final tract map $125 per un1t, extension of tentatlve map $100.
Based on the average actlvlties in recent years, the proposed
reV1S1on would produce 1ncreased revenues of $6l,410 as follows:

Addltlonally It lS recommended that the present fee for process-
ing environmental and f1scal lmpact reports In connectlon wlth
hlgh-rlse and other maJor developments be lncreased from the pre-
sent flat $300 to $400 per one m11lion dollars of valuat10n wlth
a $500 minlIDum. As the extent of evaluatlon is somewhat propor-
t10nal to the Slze of the project,baslng the fee on estimated cost

elther filed or in prellmlnary plannlng which must be evaluated.
Total antlcipated fees for these proJects would be approxlmately
$28,000. The fee for a ~velve Mlllion Dollar proJect would be
$4,800, whlle an Elght Ml1110n Dollar proJect would be $3,200.
An addltional $400 per One Ml1110n Dollars would add less than
one-half of one percent to the total cost of a proJect.
The proposed fee of $125 per unit for processing final tract maps
lS estimated to provide approxlmately $229,000 for condomlniums
already approved or pendlng which have not yet received a flnal
tract map. All of these were processed at the very low $60 fee
WhlCh, in most cases, ~s only a fraction of actual cost. It is
anticlpated that most of these, involvlng some 1,800 units, wlll
be proceedlng to a final tract map. ThlS would impose an addi-
tlonal fee of $750 for a six-unlt building and $6,000 for a 48-
unit building. Considerlng the value of having a flnal tract
map in hand and the relatlvely small cost per unit, thlS amount
lS not exorbltant.

Recommendat~on
Inasmuch as the proposed ~ncreases more equ~tably apportlon the
cost of planning procedures to those rece~v~ng actual services
and benef~ts, relate directly to the cost of such activ~t~es and
are neither exorb~tant nor unreasonable, ~t ~s respectfully recom-
mended that the Counc~l act favorably by d~rect~ng the City
Attorney to prepare the necessary ord~nance and return it for
Council actlon.
