INTRODUCTION
The purpose of thlS report 1S to prov1de the Clty Counel.l with
1nformatl.on on the status of the revised Zoning Ordlnance and to
propose a t1me schedule for reV1ew and adoption of the Zon1ng
Ord1nance text and subsequent Zon1ng D1str1ct reclass1f1cat1ons.
BACKGROUND
At 1ts November 26, 1985 meetlng, the Clty Counc11 dl.rected staff
to prepare an outllne and tlme schedule for the reVlew and adop-
tlon of the revlsed Zonlng Ordlnance text and subsequent Zon1ng
Dlstr1ct reclass1f1cat1ons.
A draft of the Zonl.ng Ordlnance CodlfYlng the general obJectlves
and pollc1es contalned 1n the adopted Land Use and Circulatlon
Element 15 currently under reVlew by the Clty Attorney. The com-
pleted draft of the document 1S scheduled to be released for
publlC reV1ew on January 15, 1986.
In cOl~Junctlon wlth the Zon1ng Ordinance text and Dlstrict
reclassifications, an Envlronmental Impact Report (EIR) 1S re-
qUlred by State Law.
However, the EIR prepared for the Land Use

and C1rculat~on Element (LUCE) has already analyzed the maX1mum
envlronmental 1mpacts of the development standards. Therefore,
with the maJority of the environmental analysls already conduct-
ed, the Zon1ng Ordlnance ErR w~ll supplement the Land Use Element
ErR 1nformatlon and study any futher lmpacts result~ng from
spec1flc zoning regulat10ns or d1strlct reclassificat10ns not
ant1c1pated by the LUCE.
Followlng adopt1on of the rev1sed zoning Ord1nance text, It will
be necessary to reclasslfy speclf~c Zonlng D1strlcts to conform
wlth the new text (l.e. Speclal Offlce Dlstrlct, Broadway Mlxed-
Use D1strlct etc). To facllltate the lnterim perlod between
adopt1on of the new Zon1ng Ordlnance text and Zonlng D1strlct
reclasslflcations, Ordlnace 1321 will be amended to provlde for
contlnulty untll entire the proJect lS completed.
Proposed Schedule
The proposed schedule lS hlghly contlngent upon the publlC reV1ew
and hear1ng process and modlf1catlons may be necessary at a later
date depend1ng upon the length of tlme devoted to public 1nput.
The schedule is deslgned to exped1te reV1ew of the Zonlng Or-
dinance and thus return the Clty to a more predlctable and rell-
able development process as qUlckly as posslble. To accompllsh
th1S goal, the Plannlng CommlSSlon must hold at least three meet-
.:Lngs per month for a four month per1od, wlth at least two of
those meet1ngs devoted ent1rely to the Ordlnance reV1ew. The Com-
m1SSJ..On I S regular agenda ltems wlll be structured around thlS
schedule to avoid delays ln perm1 t processlng. Based on these

assumptlons, the follow~ng schedule has been prepared for adop-
tion of the Zonlng Ordlnance Text and subsequent Zonlng D~strlct
reclasslficat~ons.

In the course of preparing the Zoning Ordlnance, staff has exam-
lned the areas proposed for reclasslflcatlon and determined that
approxlmately 1,500 parcels wlll requlre reclassificatlon. Due
to the extenslve publlC notlflcatlon required for thls process,
and the complexl ty of revlewlng both the Zoning Ordlnance and
Dlstr1ct reclassiflcatlons, staff is recorrunendlng that the two
procedures be conducted separately and that the reclaSSlflcatlons
be reviewed accordlng to the followlng schedule:
