DRAFT ZONING ORDINANCE REVIEW PROCEDURE
The ex~st~ng Zon~ng Ordinance spec~f~es that the ord~nance text
may only be amended pursuant to a Resolut~on of Intent~on ~n~-
t~ated e~ther by the Counc~l or the Plann~ng Comm~ss~on, or by a
record owner of property. On December 17, 1985, the Counc~l ap-
proved a staff report recomwending that the Counc~l adopt such a
Resolution, and also approved a proposed schedule for complet~ng
Planning Commission and Counc~l cons~derat~on of the necessary
ord1nance text amendment and subsequent Zon~ng D~str~ct Map
amendments.
Attachment B to this report ~s a proposed resolut~on indicating
the Council' s ~ntentlon to amend the ex~ stlng Zon~ng Ord~nance
and requlr~ng the Planning Commiss~on to complete ~ts rev~ew of
the draft ord~nance and return its recommendat~on to the Counc~l
not later than June 1986.
The Commiss~on is scheduled to beg~n ~ts cons1derat~on of the
draft ord~nance on February 8, 1986. The reVlew process w111
~nvolve extensive public part~clpatlon through the form of public
hearlngs. Each Bectlon of the Ord~nance w~ll be revlewed lnd~-
vldually to enable a systematlc and comprehens~ ve reVlew of the
entlre Zonlng Ordinance. Subsequent to the Planning Comm~SSlon
hearlngs, the City Council reVlew and public hearlngs are
scheduled to begln ln late June 1986. Throughout the ent~re pro-
cess of reVlew and adoptlon of the new Zonlng Ordinance, ample
opportunlty for pUblic partlcipation and lnput has been provided.

Staff wlll keep Councll Members lnformed about the speclflc
schedule of the Cornmlsslon's reVlew of the draft Zoning Or-
dlnance.
Councll l'-1embers are encouraged to attend the Commls-
Slon's study seSSlons and public hearings to further famllarize
themselves wlth the draft ordlnance and the Commlsslon's and the
publlC'S comments about It.

There are no budget or flscal lmpacts assoclated with the follow-
lng r~cowmendatl0n.
RECOMMENDATION
Staff respectfully recommends that the C~ty Council adopt the
Resolutlon of Intentlon attached hereto as Attachment B.
