Subject: Contract Modification with Cotton/Bridges/Associates for $32,480 for
Additional Services Required in the Study of Automobile Dealership Land
Use Regulations.
INTRODUCTION
This staff report recommends that the City Council authorize the City Manager to
negotiate and execute a modification to professional services contract #7949 (CCS)
with Cotton/Bridges/Associates for $32,480, resulting in a new total amount not to
exceed $136,000. This contractor is reviewing existing conditions and current land use
regulations affecting automobile dealerships and will conduct a public process involving
businesses and community and neighborhood organizations. Their work will assist the
City in preparing zoning code modifications for consideration by the Planning
Commission and City Council.
BACKGROUND
On June 12, 2001, the City Council authorized a contract with
Cotton/Bridges/Associates in an amount not to exceed $103,520. The scope of work
has since been refined to incorporate a more comprehensive community outreach
program, changes to consultants’ original fee schedules to include CPI increases, and

the addition of a 15% contingency budget ($17,810) to cover additional analysis that
may be required due to issues the community or council may raise during the study.
BUDGET/FINANCIAL IMPACT
No additional appropriation is required with this recommendation as funds are currently
available in account number 01266.555060 to cover the cost of this modification.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to negotiate and
execute a modification to contract #7949 (CCS) with Cotton/Bridges/Associates for
$32,480, for a total amount not to exceed $136,000.
