SR-400-002-06 (6) .. 4 . . ~A SEP 2 6 19B9 CA:RMM:lld558/hpc city Council Meeting 9-26-89 '1tJtJ-002-0C> Santa Monica, California STAFF REPORT TO: Mayor and city Council City Attorney FROM: SUBJECT: Ordinance Amending Municipal Code sections 9000.3, 9040.3, 9040.10, 9040.17, 9040.18, 9041.2, 9041.6, 9044.10, 9044.21, and 9113.3 and Adding Sections 9002.10, 9035.1 through 9035.7, 9036.1 through 9036.7, 9037.1 through 9037.7, 9038.1 through 9038.7, 9039.1 through 9039.7, 9040.41, 9047.1 through 9047.3, and 9151.1 through 9151.7 to the Santa Monica Municipal Code Relating to Zoning Regulations for the Ocean Park Area At its meeting on September 12, 1989, the City council introduced for first reading an ordinance amending various sections of the Municipal Code and adding several sections to the Municipal Code relating to zoning regulations for the Ocean Park area. The ordinance is now presented to the City Council for adoption. RECOMMENDATION It is respectfully recommended: 1. That in connection wi th the adoption of the accompanying ordinance, the City Council finds that it is consistent in principle with the goals, objectives, policies, land uses, and programs specified in the General Plan and that the public health, safety, and general welfare require the adoption of the ordinance for the following reasons: j;A SEP 2 6 1989 - 1 - . J . . (a) The Ocean Park area is a unique neighborhood with special characteristics attributable to its coastal locat1on and historic architectural diversity. (b) There is continuing and increasing community concern about the loss of the unique and special character of the Ocean Park neighborhood due to new development and the existence of planning and zoning regulations which may no longer adequately promote the city's goals for the Ocean Park area. (c) Significant parking deficiencies in the Ocean Park area already exist as evidenced by the city Council's recent creation of several preferential parking zones in the area. (d) A number of properties in the Ocean Park area are under-developed in relation to the City's existing allowable height and density lim1ts. (e) The June, 1989, Final Environmental Impact Report on the Ocean Park Rezoning Alternatives demonstrates that full development buildout under existing zoning standards would have significant impacts upon intersections in the area. (f) Decreased densities and new development standards proposed for the Ocean Park neighborhood will help to preserve the unique character of the area, provide additional opportunities for affordable housing, and minimize impacts upon the street system. 2.
