SUBJECT: Analys1s of the Impact of the Proposed Ord1nance Amend-
ing Sect10n 6240F Regard1ng Publ1c Dance Halls.
INTRODUCTION
The purpose of th1S report lS to review existing Zoning Regula-
t10ns perta1nlng to dance halls to determ1ne If any substant1al
ne1ghborhood 1mpacts would result from a change 1n the dance hall
def1n1t1on.
BACKGROUND
On November 12, 1985, the C1ty Council d1rected Plannlng Staff to
determine lf any substantlal 1mpacts would occur should the defl-
nltlon of a dance hall be mod1f1ed as proposed by the C1ty Attor-
ney, and approxlmate how many eXlst1ng buslnesses would be af-
fected by thlS change.
The proposed modif1catlon wh1ch exempts a lawful bar or res-
taurant wlth a cover charge from the dance hall def1n1tlon wlll
not result III any substantlal 1mpact to surround1ng res1dent1al
uses. In the event an eXlst1ng restaurant converts to a danclng
or entertalnment use, Ord1nance 1321 Sectlon 2 (d) would requlre
a publlC hearlng and development perml t to be approved by the

ln conformance Wl th Sectlon 9129 of the Santa Monlca Munlclpal
Code.
Under SMMC 9100 et seq., restaurants wlth danclng and entertaln-
ment are permltted only In the C3 Downtown Cornrnerclal Dlstrlct,
C4 Hlghway Conunerclal Dlstrlct, Ml Llml ted Industr1al Dl strlct,
MI-A Speclal Llmlted Industrlal Dlstrlct and M2 General In-
dustrlal D1strlct. Bars that do not serve a var1ety of hot meals
are permitted ln all the above Dlstrlcts exceptlng the C3 Down-
town Commerclal Dlstrlct. Withln the CM Speclal Maln Street Com-
merc1al Di strlet, a restaurant with danclng and enterta1nment..,
and bat uses, may be perm1tted sUbJect to the approval of a Con-
dlt10nal Use Perm1t.
In thdt a development permlt lS required for a change of use to
any entertalnwent use, or restaurant over 50 seats, no converS10n
of eXlstlng faclllties to a dance hall can occur wlthout approval
of a d1 scretlonary perml t by the Plann1.ng COTIUU1. SS1.0n, and upon
appeal, the City Counell.
BUDGET/FINANCIAL IMPACT
'l'he recommendation contalned 1n thlS report does not have a
budget/flnanclal lmpact on the Clty.

con]Unctlon with the Clty Attorney's proposed Ordlnance amend1ng
Bectlon 6240F Regardlng PubllC Dance Halls.
