and for 1ntroductlon, a per~anent ord1nance to the same effect.

Emergency Ordlnance No. 1154 (attached) establ1shed a
moratorlun on the establlshment of speclfled adult uses (lncluGlng
adult bookstores, adult miultheaters, adult motels, adult motlon
plcture arcades, ~assage parlors, etc., as deflned In Emergency
OrClnance No. 1154) I WhlCh will explre by lts term on October 15,
1980.
Slnce no permanent adult use ordlnance has been enacted,
and Slnce lt lS necessary to ~revent the uncontrolled prollferatlon
of such uses ?endl~g adoptlon of a regulatlng ord1nance, the
attac~ed emergency ordlnance 15 lntended to extend the fJOratorlUfJ
on adult uses ~or 51X months, to and lncludlng Aprll 14, 1980, to
allow suffl'lent tlme ~or study, preparat10n and adO?tlon 0= a
permanent aC~'11 \:. use ord1nance. The regular ordlnance 1S presented
to protect aga1nst the contlngency that the emergency ordlnance
ffilght be challenged.

It 15 respectfully recoTIIDlended that the Councll adopt
t~e attached emergency orQlnanCe and lntroduce the attached
