L l..., / '-," ! , . , :. ~ t-C~ Santa Monica, California, May 22, 1980 TO: Chalrman and Parking Authority FROM: Clty Staff SUBJECT: Parking Study for the Area Bounded by Pleo Boulevard, Ocean Park Boulevard, 3rd Street and Neilson Way Introduction ThlS report responds to a request from the Parking Authorlty in January, 1980, to study the above area and presents lnformatlon regard1ng the num- ber of on-street and off-street parking spaces and the1r occupancy rate at various tlmes of the week. Background On November 13, 1979, the Parklng Authority lnstructed Staff to review the llNa1n Street nerchants Association Parking Study 10 the Clty of Santa ~'onica" and perform a new study which was to include the adjo1n1ng resldentlal areas of 2nd Street and 3rd Street wlth recommended solutions to the parking prob- 1 ems. Staff returned to Councll on January 15, 1980, with a study of the area bounded by Ocean Park Boulevard, 3rd Street, Ne11son Way and the south Clty l1mlts, and recommended a Preferentlal Park1ng Implementation Ordinance be established and the on-street parking meter rates be ralsed to 25c per hour, with a two hour maximum. These two items have been approved by the City Council. It was further recommended that Staff be instructed to lnvestlgate in greater detall; (1) provldlng a tram serV1ce to the beach 1ots, (2) utllizlng existing leased parklng lots (Chronlcle Restuarant) more efficl- ently, (3) improving lots 11 and lIA, (4) provlding addltional llghting . , e e TO: Chairman and Parking Authority -2- May 22, 1980 for beach parking lots and (5) completlng a parking study for the area bounded by P1CO Boulevard, Ocean Park Boulevard, 3rd Street and Neilson \~ay . Item 1, 2 and 4 are presently being discussed by the Main Street Planning Group (r'lSPG). It 1S Staff's oplnion that it would be inapproprlate to make any recommendat1ons until MSPG's 1nput is recelved. Item 3 is pend1ng Parklng Authority action on the 175 Ocean Park Boulevard property. Once the neces- sary input has been received, Staff wll1 subm1t recommendations on the above ment10ned ltems to the Council and the Parking Author1ty. Staff has conducted a park1ng study for the area bounded by Pica and Ocean Park Boulevards, 3rd Street, and Neilson Way. The study was conducted dur- ing April on the following dates and times: Tuesday, Apr1l 8 - 12:30 pm and 3 pm Wednesday, Apr11 9 - 6 am, 7 pm and 10 pm Saturday, April 19 - 7 pm and 10 pm Analys1S of t~is parklng data indicates tha on-street parking h1tS a peak occupancy of 83% of the total available parklng on weekend evenings and reaches a low of 61% during the weekday ~id-afternoons. The on-street 6 am park1ng occupancy was 69%. The on-street occupancy percent- ages indlcate that for the ent1re study area, when considered as a whole. there 15 m1n1mal effect from adjacent commerc1al properties parklng ln the residentlal area. ThlS would lndicate that withln the subject area, excludlng the previously mentloned streets, there is not a crltical parking problem.
