In response to this direction, the accompanying resolution has been prepared. In addition to in~t~ating the proceedings to change the zoning uses, the resolution also prov~des that no development shall be approved under the Inter~rn Permit Procedures established by Ordinance Number 1220 (CCS) that is incons~stent w~th the proposed change in zoning uses. Pursuant to Santa Mon~ca Mun~cipal COGe Section 9149, the City Council does hereby give notice of its intention to initlate proceedlngs to amend the Comprelenslve Land Use Ordlnance to change the text for the CM Maln Street Special Commerclal DistrlcL as follows: I. Requirement of Pedestrlan Or~entation. A. On parcels havlng a depth ln excess of 80 feet, pedestrian orlentatlon along Main Street frontage shall be mandated. pedestrian Orientatlon shall be achieved by a comblnation of frontage lease space and pedestrian facillties, although driveways and frontage parking shall be permltted when associated parking lots ad]Oln lease space (not beneath) and do e e not exceed 40% of Main Street frontage. B. On parcels having a depth of 80 feet or less, new construction shall be exempt from the pedestr~an oriented requirement unless such a parcel has street frontage exceeding 100 feet or has a surface area exceedlng 7,000 square feet, in which case new construction shall be pedestr~an oriented with a minlmum of 30% of street frontage improved with commercial space. II. Occupancy by Community Oriented Uses. A. In all new construction, a minlmum of 30% of commercial floor area but in no case less than 20% of net usable floor area shall be occupled by community oriented uses (goods and services; shops or office space), except as exempted 1n subparagraph B. B. Parcels havlng 75 feet of Main Street frontage or less, or havlng less than 5,000 square feet of surface area shall be exempt from the community oriented occupancy requirement. III. Condltional Uses. Artist stUdl0S, craft shops, and/or artisan-type manufacturlng--separately or in conJunction with associated artist -2- ". e e residentlal usage--shall be permitted with a conditional use permit. SECTION 2. Pending final determination of the proceed- 1ngs lnltlated pursuant to Section 1 of thlS Resolutlon, no development shall be approved pursuant to section 5 of Ordi- nance Number 1220 (CCS) that is lnconslstent with the change of text proposed in this resolution. CITY CLERK e e RESOLUTION NO. 6369 (Ci ty Counc1l Sen es r A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA IN SUPPORT OF LEGISLATION PRESERVING THE CALI FORNIA COASTLINE WHEREAS, the peoDle of California, through the Coastal In1tiative of 1972 and the Coastal Act of 1976, have determined the Californ1a Coastl1ne 1S a unique and valuable resource that ought to be preserved for present and future generations. That same legislation similarly found that the 1100 miles of California Coastline lS a region that ought to be avallable to people of all inco~es; and WHEREAS, the cit1zens of Santa Mon1ca have supported leg1slatlon to keep the Coast open. A maJority of Santa Monicans voted for the Coastal Inlt1ative in 1972 ana our leglslatcrs have been cons1stently supportive of leg1slatlon to keep the beach safe from environmental harm and over- development. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MO~IICA DOES HEREBY RESOLVE AS FOLLOWS' Sectlon 1. Consistent and coherent planning is necessary for the preservat10n of the Coastline ln order to take account of the reglonal and statewide 1mpact of development along the coastllne. Sectlon 2. People outs1de of the coastal zone are entitled to have access to the beach and that local governments Wlth,n coastal jurls- dictions need to work cooperatively to maintaln access. The Coastal Comm1S- sion, operating under leglslative mandates, provides equitable and workable mechanisms in guarantee1ng regional coordlnation in solvlng access problems. ..;.. e e Section 3. Housing opportunitles for people of all lncomes w1thin the Coastal Zone are dimin1shing rapidly. The City Council of the City of Santa Monica finds that affordable housing 1n the Coastal Zone ought to be of high priority and merits strong legislative direct1ves so that local governments can work cooperatively in the goal of providing affordable housing opportunit1es in the Coastal Zone.
