(The Planning Commission had previously conducted a public hearing and recommended approval of the proposed text amendment.) The accompanying ordinance is presented to the city Council for adoption. INTRODUCTION ThlS report recommends that the Cl ty Council dlrect the City Attorney to prepare an ordlnance to permlt parklng structures in the R4 Multiple Famlly Resldentlal Distr1ct. BACKGROUND An appllcatlon was flIed Aprl1 30, 1986, by the Mlramar Sheraton Hotel requestlng a text amendment to the R4 Multlple ReSldentlal Dlstrlct to perml. t construct1on of parklng structures ln that D1strict. For over twenty f1ve years the Mlramar Hotel has used the parcel located on Second Street adJacent to the Huntley Hotel as off-slte surface park1ng. To expand and lrnprove upon the off-street parklng available to hotel users and to accommodate a proposed expanslon, the M1ramar 15 interested In constructlng a parklng structure at that locatlon. Under the eXlsting R4 zonlng regulatlons, parklng structu:res are permltted only when contiguous to a hotel structure; off-site constructlon of such a structure is not permltted. Add1t1onally, the City of Santa Monlca l.S parking structure located conslderlng the north of Seaslde construct1on of a Terrace and west of Ocean Avenue to provlde parking for the Pler. A port1on of that slte is currently zoned R4A Wh1Ch would proh1blt constructlon of any such fac1l1ty. The text amendment would apply to all R4 Mult1ple Famlly ReSldent1al D1St:ricts throughout the Clty. However, by permittlng mun1c1pal or hotel park~ng structures only, the potential for development w~ll be l~mited. It is estlmated that only three to four hotels currently exist in the R4 Distr~ct and of these, the ava11ablllty of parklng structure s~tes lS severely restrlcted by eXlsting development w1thin the lmmed1ate area. On June 2, 1986, the Plannlng Conunlsslon voted unanimously to recommend approval to the C1ty Councll of the proposed amendment to the text of the Zonlng Ordlnance as follows: Notw1thstandlng any other provisions of this art1cle, munlclpal pler parklng structures and off-slte parklng structures In conJunction with hotel development may be perm~tted sUbJect to the approval of a condit~onal use permlt. Hotel parklng structures may be perm1tted only if the structure begins not more than 300 feet from the exter~or boundary of the slte occupied by the hotel. BUDGET/FISCAL IMPLICATIONS The recornmendatlon contained 1n thlS report wlll have no budget or flscal lmpacts on the Clty. - 2 - . . CEQA A General Exemption has been prepared for thlS amendment to the Zon1ng Ordlnance. Envlronmental Irrpacts w1l1 not occur as a result of the proposed text, but rather w1ll occur when a structure is constructed. The language proposed wlll requlre env1ronmental reV1ew to be conducted In conJunctlon wlth the approval of a Conditional Use Permlt. PLANNING COMMISSION AUTHORITY If, from the facts presented, the Commlss1on finds the publlC neceSSl ty, publ1C convenience, general welfare, or good zon1ng practlce requlred the amendment, the CommlSS1on shall recommend the amendment to the City Counc1l, or otherWlse 1t shall be disapproved. The Commission must make 1 ts flndings and recommendation in wr1tlng w1thln 40 days from the date of fll1ng such cipplication. If the CmnmlSS10n recommends approval of the appl1cat1on, the appllcatlon, report and recommendat1ons shall be transm1tted to the C1ty Council for actlon. RECOHMENDATION It 1S respectfully recommended that the Planning Comm1SS1on: 1. Adopt the f1ndlngs for approval of the Zoning Text Amendment. 2.
