ANALYSIS ThlS ordinance was relntroduced by the Clty Counc11 at ltS March 10, 1981 meetlng, Agenda Item 6-C. It was amended to (1) permlt strand barbed Wlre above SlX feet In both manufacturlng and commerclal zones; and (2) provlde a hardshlp exemotlon to allow a fence or wall of strand barbed W1Te in a resldentla1 zone upon a deter~lnatlon by the BU11dlng Offlcer and the BUlldlng and Safety Co~mlSSlon on appeal, that such fence or wall lS necessary to prevent exposure to extraordlnar~ rlsk of loss from crlme or Slmllar undue hardshlp and that hazard to persons would not result.
