INTRODUCTION
ThlS report transmlts for second readlng and adoptlon
a proposed ordlnance restrlctlng the use of barbed Wlre,
electrlcally energlzed materlals and other potentlally lnJury-
causlng ~ater1als ln fences lD resldentlal, cornmerclal and
manufacturlng zones.
ANALYSIS
ThlS ordlnance was lntrocuced and amended by the
Cou~cll at ltS February 24, 1981 meetlng (Agenda Item 8E). It
VJas relntroduced and amended at lts Harch 10, 1981 meetlng
(Agenda Item 6C). At lts March 25, 1981 meetlng, contlnued
from March 24, 1981 (Agenda Item 8C), the Councll agalD nodlfled
and relntroduced the ordlnance. The ordlnance was a~ended to
provlde that the hardshlp exemptlon to allow a fence or wall of
strand barbed Wlre In a resldentlal zone would be based on the
deter~lnatlon of the Zonlng A~lnlstrator and the Plannlng
COrnM1SS10n on appeal.
The ordlnance requlres conpllance wlth ltS provlslons
wlthln 30 days from adO?tlon for electrlcally energlzed fences
and wlthlh 180 days for all other fences.
