INTRODUCTION This report is supplemental to the April 24, 2001 staff report which recommends that the City Council conduct a public hearing and approve in concept the Draft 2000-2005 Housing Element for transmittal to the State Department of Housing and Community Development (HCD) and direct staff to prepare the environmental review on the document. BACKGROUND Housing Commission Recommendations The City's Housing Commission discussed the 2000-2005 Draft Housing Element at its April 19, 2001 meeting. The Housing Commission recommends that two revisions recommended by the Housing and Redevelopment Division be made to the Draft 2000- 2005 Housing Element. (Attachment A.) Specifically, it is recommended that the action plan for Program 3.a. be revised to 1 continue to include a program that was included in the 1998-2003 Housing Element as follows: . Investigate the feasibility of a program to permit the conversion of rental units to ownership units in exchange for permanently deed-restricted units. This revision is included on page VI-20 of the Draft 2000-2005 Housing Element dated April 24, 2001. (Attachment C to the original staff report.) Additionally it is recommended that the following language concerning the City's past accomplishments under Program 3.a. be added: . Security deposit assistance deemed infeasible at this time. Relocation assistance made available for opt-out cases on an ongoing basis as part of Tenant Rental Assistance Program (TARP). This revision is included on page V-20 of the Draft 2000-2005 Housing Element dated April 24, 2001. (Attachment C to the original staff report.) 2000 Census Data Preliminary data from the 2000 Census is currently being made available to the public. Staff recommends that any official 2000 Census data be included in the Draft 2000- 2005 Housing Element prior to City Council consideration of the Final Housing Element. BUDGET/FINANCIAL IMPACT The recommendation presented in this report does not have a budget or fiscal impact. 2 RECOMMENDATION Staff respectfully recommends that the City Council conduct a public hearing on the Draft 2000-2005 Housing Element, consider changes as proposed by the Planning Commission and Housing Commission, approve the Draft Element in concept, direct staff to transmit the draft document to the State Department of Housing and Community Development (HCD) for review and comment, direct staff to include 2000 Census data as appropriate, and direct staff to begin the CEQA process. DISCUSSION In recent months the Housing Commission has received various r ports on the status of the City's 2000-2005 Housing Element Update. These included 'a December 7, 2000 presentation on the Housing Element Update and a March 15,2001 presentation on one of the most important components of the Housing Element, the Regional Housing Needs Assessment (RHNA). This Update is technical in nature, meaning that the changes to the document are limited to those needed to bring the document into compliance with recent changes in state law. Because the City's Housing Element was last updated in April, 1998, the City determined that a comprehensive update was not needed.
