SUBJECT: Professional Services Contract with Kaku Associates to Develop a Westside
Mobility Study for the Cities of Beverly Hills, Culver City, Santa Monica and
West Hollywood at a Cost Not to Exceed $200,000; Authorize any related
Agreements with the Participating Cities; and Make Related Budget
Changes.
INTRODUCTION
This report recommends that the City Council authorize the City Manager to negotiate and
execute a contract with Kaku Associates in an amount not to exceed $200,000 to develop a
Westside Mobility Study for the Cities of Beverly Hills, Culver City, Santa Monica and West
Hollywood. It also recommends that Council authorize the City Manager to enter into
related agreements with the participating cities. Santa Monica’s share of the project is
$50,000.
BACKGROUND
For the past several years, the Westside Cities have been working collaboratively in the
field of transportation and transit planning through the SCAG subregional planning efforts
and with MTA . This year the cities held a Transportation Symposium to identify potential
transportation opportunities with funding agencies and review “success stories” achieved
by Portland, Pasadena and Alameda Corridor. The symposium provided the impetus for the
mobility study, which will produce a subregional transportation plan for the area in order for
the Cities to be more competitive in securing limited public funds.

DISCUSSION
The project will consist of developing a baseline transportation program drawing on
available local, county and regional plans adopted by the Cities, MTA and SCAG; an
overview of currently programmed projects; and identification of innovative solutions to the
mobility problems that exist. The consultant team will develop measures that enhance or
expand currently programmed projects to address transportation and unmet needs. The
Westside cities and the consultant will explore options such as improved transit
connections; arterial improvements that facilitate transit, and identification of improvements
linked to Exposition Light Rail and other rail lines. The study will develop a list of projects
for application to MTA’s 2003 “Call For Projects”; for input into the Long Range Plan; and
for project development related to reauthorization of Federal transportation funding. The
City of Santa Monica will manage the contract for the four cities.
CONSULTANT SELECTION PROCESS
In July 2002, the Cities solicited proposals from ten traffic engineering/planning firms. Two
consultant teams responded with proposals. A committee composed of representatives
from each of the Westside Cities rated the proposals, held interviews and selected Kaku
Associates, Inc. in association with Moule & Polyzoides, the Planning Company Associates,
Inc and Jacobus & Yuang, Inc. The Kaku team was recommended on the basis of their
approach to the project, experience with similar studies and experience of the key project
personnel.
STUDY SCHEDULE

The immediate project schedule is geared to developing at least several joint Westside
Cities projects to submit as candidates for funding in MTA’s 2003 Call-for-Projects. These
projects applications must be completed by January, 2003. The comprehensive Westside
Cities plan, that will consist of mid and longer range projects, will be developed by Spring,
2003 so that it can be used as input into MTA’s next Long Range Plan and the federal
transportation funding reathorization process.
BUDGET/FINANCIAL IMPACT
Santa Monica’s share of the project cost of $50,000 is available from the City’s Proposition
C 25% Local Return funding. The remaining project cost $150,000 will be received from
the cities of Beverly Hills, Culver City and West Hollywood. Budget actions include:
1. Establish $150,000 in revenue account number 04202.407430.
2. Appropriate $150,000 at account number C04083903.589000.
3. Appropriate $50,000 at account number C20083903.589000.
Prop C Local Return revenue is included in the FY2002/03 Adopted Budget.
RECOMMENDATION
It is recommended that the City Council authorize
1) The City Manager to negotiate and execute a contract with Kaku Associates, Inc. in
an amount not to exceed $200,000 to develop a Westside Mobility Study for the
Cities of Beverly Hills, Culver City, Santa Monica and West Hollywood and any
agreements that may be necessary among the cities to effect the study; and

2) Budget changes identified above.
