Subject: Resolution to rectify a mapping error on the City's Land Use Map
Recommended Action
The recommended action is to approve the attached Resolution to authorize the
correction of the land use designation error on the Land Use Map for the parcels along
Pico Boulevard between 11th Street and Euclid Street from Medium Density Housing to
High Density Housing.
Executive Summary
City staff discovered a mapping error on the City's Land Use Map during the processing
of an application for an 18-unit airspace subdivision at 1112-1122 Pico Boulevard. The
Land Use Map designates the subject property as Medium Density Housing whereas
the Land Use Element explicitly identifies the area along Pico Boulevard between 11 tn
Street to Euclid Streets as High Density Residential. In addition, the City's Official
Districting Map indicates that this area is zoned R4 (High Density Multiple Family
Residential), which is consistent with this designation. Given this error, the Land Use
Map should be modified and staff recommends that the Council approve the attached
Resolution to authorize the clerical correction.

Discussion
Backqround .
During the preparation of an Initial Study/ Mitigated Negative Declaration for a proposed
18-unit condominium at 1112-1122 Pico Boulevard, City staff discovered that the City's
Land Use Plan Map indicates that the parcels along Pico Boulevard between 11th Street
and Euclid Street are designated as Medium Density Housing, yet the area is zoned R4
High Density Multiple Family Residential. In reviewing this discrepancy, it was
discovered that the Land Use Element document, which sets forth land use objectives
and policies, encourages High Density Residential in this area. Specifically; Land Use
Policy 1.6.6 indicates that high density residential uses should be accommodated along
Pico Boulevard, from 11 th Street to Euclid Street. The R4 High Density Residential
zoning designation for this area is consistent with this policy. Therefore, it was
determined that the Land Use Map was incorrect.
As part of the review of the proposed condominium project on April 19, 2006, staff
recommended that the Planning Commission adopt a Resolution recommending to the
City Council approval of the proposed map amendment as a clerical correction.
Previous Gouncil Actions
There has been no previous Council action regarding this issue.

Commission Action
On April 19, 2006 the Planning Commission voted to recommend that the Council
approve a resolution to authorize the Land Use Plan Map amendment as outlined
above.
Environmental Analysis
An Initial Study/Mitigated Negative Declaration was prepared for the 18-unit
condominium subdivision and was adopted by the Planning Commission by Resolution
06-008 (Planning Commission Series) on April 19, 2006. The environmental document
identified that a correction to the land use map was required to ensure consistency
between the map and the Land Use Element policy for this area.
Public Outreach
Notice of the public hearing was provided in accordance with Santa Monica Municipal
Code (SMMC) Part 9.04.20.22, Section 9.04.20.22.050.
Budget/Financial Impact
The recommendation in this staff report will have no budget or financial implications for
the City.
