II-A M~!; I' ----:: 'J G~ . ./1, ,} ~;JV ;3c?$- CJO~ - t? / ,?/DS - ;:O~ -0 I Santa MonicaF California CARS: BFM:JVD: jvdpod City Council Meeting: March 13J 1990 STAFF REPORT TO: Mayor and City council FROM: City staff SUBJECT: RECOMMENDATION TO AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH POD/SASAKI FOR PREPARATION OF THE SANTA MONICA STATE BEACH FRONT IMPROVEMENT PLAN INTRODUCTION This report recommends that the city Council authorize the City Manager to negotiate and execute a contract with the firm. of POD/Sasaki for preparation of an improvement plan for Santa Monica state Beachfront from the Santa Monica Pier south to Bay street. BACKGROUND Beginning in the Fall of 1984, after an extensive pUblic process, the City began the renovation of the south beach parking lot area. This area begins at Bay street and goes south to the city limits. Included in this redesign package were the two beach parking lots located at 2030 Promenade and 2600 promenade, the beach concession stand and restroom structureS located at the base of Ocean Park Boulevard, the beach park located next to the structures, the Promenade walkway and bikepath, and the landscape/grass areas that front Barnard Way from Bay street - 1 - II-A MAk 1 J 199U . e south. In addition, Barnard Way was redesigned to limit traffic to single lanes in each direction, with 115 parking meter spaces installed on the street for short term parking. This proj ect took two years to complete, with the park area being completed in February, 1987. During the same time, Ocean view Park, across the street on Barnard Way south of Ocean Park Boulevard, was also completed. This development included park open space, outdoor basketball courts, paddle tennis courts, tennis courts and park amenities such as benches and drinking fountains. This park was completed in December, 1986. Now that extensive south beach renovations have been completed, it is appropriate to focus on the beachfront area beginning directly south of the Santa Monica pier and extending south to Bay Street. This area contains the beach bike path, pedestrian promenade, outdoor volleyball courts, Lifeguard headquarters, outdoor chess tables, the original Muscle Beach gymnastics equipment area, children's playground area, and two public restroom buildings. DISCUSSION Request for Proposals and Review Process An R.F.P. for the project was issued on September 18, 1989. Proposal s were received from three firms: POD/Sasaki, Kammeyer and Associates, and the Keith Companies. An inter-departmental team composed of the Assistant ci ty Manager, the Director of Cultural and Recreation services, the Director of community and Economic Development, the Director of General Services, and the - 2 - . . Park Superintendent was formed to review and evaluate the proposals. The criteria used in evaluating the firms included planning experience, including the quality of the firm's previous projects comparable in nature, management experience with similar planning projects, and overall strength of the project team from planning and engineering standpoints. Recommended Firm Based on a follow-up interview and application of the above criteria, the selection committee recommends that POD/Sasaki be selected to prepare the improvement plan for Santa Monica state Beachfront. Factors in the selection of this firm were the following: 1. The design and creative capabilities of the principalS of the project were documented by previous projects and very favorable references. Examples of work undertaken by POD/sasaki include the Laguna Niguel Coastal Park Master Plan, strand Park in Oceanside, Veteran's Park in Redondo Beach, Charles Wilson Park in Torrance, Serrano Park Historic Complex in El Toro, Glorietta Bay Recreation Planning and Design Project, and Surfers Point Park and ventura pier in Ventura; 2. References confirmed a high degree of proficiency in the public process. All who were interviewed recommended the firm highly and were pleased with the end result. - 3 - . . All references indicated that they would use POD/sasaki again; 3. The POD/Sasaki team exhibit expertise in art and engineering, two aspects of the proj ect which are of particular importance. Scope of Services and Fee The Beachfront Improvement Plan will evaluate the adequacy of existing beachfront recreational facilities and amenities, identify needed recreational facilities and amenities, and develop a timely and cost effective phased implementation program for the construction and/or acquisition of new facilities and amenities. Broad based community input will be utilized to identify preference for beach facilities, including a statistically reliable random sample of beach users and public hearings and workshops with community groups and special interest groups. The proj ect team will review existing conditions of the Beach including background research, adjacent commercial and residential properties, special interest group use, and proposed development. The team will conduct five public meetings/workshops to solicit input for the planning process and prepare and conduct a survey of beach users. The team will then prepare a summary report of the public input process using the above information and develop and prepare alternative design concepts and a final concept and plan. - 4 - . . The proposed fee for the improvement plan is $84,000 and is compensation for all costs and expenses including reimbursable costs. Project Schedule Upon approval of the recommendations herein, staff will proceed to negotiate and execute a contract. The completion of the Beachfront Improvement Plan is scheduled for the end of September, 1990. Financial/Budgetary Impact This project was originally budgeted in General Fund account number 01-740-261-25188-8923-99070. However, due to General Fund revenue constraints, it is recommended that the project be funded instead from the Parks and Recreation Fund balance. A budget of $100,000 needs to be established at account number 53-740-522-25188-8923-99070 for this project.
