INTRODUCTION
This report concerns the request of Kransco Manufacturlng Inc., Morey
Boogie Divlsion and Sunkist Orange Soda to hold one of thelr preliminary
Boogie Board competition events at the Santa Monlca Beach on Sunday, Septem-
ber 14, 1980, and recommends approval be granted.
BACKGROUND
The Morey Boogie Dlvislon lS plannlng on holdlng a series of prellminary
surfing events at various Los Angeles County Beach locatlons. The Morey Boogle
Board is a small polyethelene board used In body surfing. Proposed locations
for these events and dates are Zuma Beach on September 13, Santa Monlca Beach
on September 14, Torrance Beach on September 20, Manhattan Beach on September 21,
Huntlngton Beach on September 27, Pacific Beach on September 28 and the Pro/Am
Flnals at Redondo Beach on October 4 and 5.
Prelimlnaryapproval of all the sltes has been received from the L.A. County
Department of Beaches. The local Llfeguard Station sees no problem wlth holdlng
the event in Santa Monlca on the date requested nor does the City Staff.
Each event will be limlted to 50 entrants. Professlonal riders from Morey
Boogle will give free instructions on the safety factors and uses of the Boogle
Board prior to the competition. Sunkist Orange Soda is also sponsoring the events

thlS year and will provide the awards.
The sponsors of the event have insurance and Staff would recommend that the
City be named as additionally insured and that a certlflcate of such lnsurance ln
the amount of $1,000,000 be provided by the sponsors prlor to the holdlng of the
event.

BACKGROUND
The Santa Monica Bay has been included in Lease Sale No. 68,
which ~over5 3.2 million acres of federally controlled ocean floor
from Point Conception to the Mexican Border. Under prior Adminis-
trations. the Santa Monica Bay was always routinely exempted from

lease sales.
Lease Sale No. 68 is controlled by the u.S. Department of the Interior. The
.
Department Secretary, Cecil D. Andrus, has the authority to exclude any area from
oil and gas drilling. In fact, he has already removed waters off San Diego and
the Channel Islands from this lease sale.
Secretary Andrus has until May 25th to exempt the Santa Monica Bay before the
next phase of the leasing process begins
formulation of the Environmental Impact
Statement (EIS). Should he fail to remove the Bay, a costly year long EIS,
requiring a dozen Interior Department staffers will ensue. Public participation in
this process will not finally occurr until mid-198l when public hearings will be
held. A tentative decision on leases wi}] be made in December 1981, and a final
decision on specific parcels will follow by June 1982.
Opposition to the proposed oil leasing in Santa Monica Bay has been swift
and strong. lilt is hard to conceive of a place in the United States where offshore
drill ing might have more of an impact on more people than in the Santa Monica Bay,"
said the February report of the Los Angeles City Attorney's office. liThe Bay is a
unique national resource that deserves continued protection."
In a letter to Secretary Andrus, L.A. Mayor Tom Bradley and several Bay area
representatives said that "exclusion of the Bay would have little impact on the
State's efforts, already begun, to achieve energy independence...We are extremely
cognizant of our country's need to develop new energy resources. We are also,
however, acutely aware of the need to preserve and protect those natural resources
essential to the qual ity of human I ife.11
In a direct appeal to President Carter, Rep. Robert K. Dornan (R-L.A. Beach
Cities) said, liThe relatively small yield from a Santa Monica drilling site would
not compensate for the danger and potential damage to the highly populated, heavily
used shorel ine. In Los Angeles County, 83 percent of the shorel ine is used for
recreation...56 million people visited these beaches last year."
