SUBJECT:Award of Construction Contract for the Beach Pedestrian Access Repair
Project
Introduction
This report recommends that the City Council award a construction contract for the Beach
Pedestrian Access Repair Project to PIMA Construction, in the amount of $414,650 and
approve $13,000 in contingency funds for this contract.
Background
In the 1999, the City of Santa Monica and the State of California entered into two
cooperative agreements under which the City accepted title to the stairs, paths and
underlying land providing pedestrian access between Palisades Park and Pacific Coast
Highway (State Route 1) at Broadway and Montana Avenue. These agreements provided
State funds for the design, rehabilitation and maintenance of the Broadway and Montana
Avenue stairs along the Palisades Bluff. The work includes:

At the December 11, 2003 Costal Commission meeting, the City’s permit application to
undertake the work was approved.
Discussion
A Notice inviting bids was published in the Los Angeles Times on September 19 and 27,
2003. The Notice Inviting Bids, along with the plans and specifications was also
submitted to four construction journals, and sent to six women/minority business
enterprise (WMBE) associations. Bid packages were requested by 19 contractors. The
City Clerk’s office received five sealed bids, which were publicly opened and read aloud
on October 14, 2003 by the deputy City Clerk. The bid results were as follows:

The best bidder, PIMA Construction, provided the City with seven references for similar
projects within Los Angeles County including: City of Santa Monica - Gateway Project; City

of Industry - Driving Range Project; City of Bell - Park Improvements; City of Torrance -
Slope Stabilization; City of Camarillo - Street Improvements; and City of Pico Rivera -
Street Beatification Project. City staff contacted the agencies representing these projects
and all respondents reported that the contractor's work quality was satisfactory and that
work was completed in a timely and cost efficient manner. Staff also contacted the Center
for Contract Compliance and found PIMA Construction in good standing and capable of
handling labor compliance issues. The California Contractors’ State License Board verified
that the Contractor's license is active and in good standing.

Funds in the amount of $427,650 are available in the account C04066302.589000,
“PMP – Palisades Park and Beach Access.”
Recommendation
Staff recommends that City Council:
1. Award a construction contract in the amount of $414,650 to PIMA Construction
for the Beach Pedestrian Access Repair Project and approve $13,000 in
contingency funds for this contract; and

2. Authorize the City Engineer to issue any necessary change orders to complete
additional work within budget authority.
