Introductlon
ThlS report requests Counc~l to d~rect the Clty Attorney to prepare an ordlnance to
prohlblt the use of four-wheel blcycles on the Santa Mon~ca portlon of the blke path.
Background
Staff has recelved a request from an attorney representlng a leaslng organ~zatlon In
the Clty of Los Angeles, on the Ven1ce b1ke path, ask1ng 1f we have regulatlons
proh~blt~ng the use of four wheel b~cycles on the blke path. Staff has revlewed the
materlals and V1ew the four wheel b1cycles as veh1cles (see attached).
The blke path lS extremely heavlly used wlth a m~xture af pedestrlans, b~cycl~sts and
skaters and does not lend ltself to the safe operatlon of th~s type of vehlcle. There
are no provls~ons wlthln the Santa r10nlca Mun1clpal Code at present WhlCh prohlblt
thlS type of operat1on.
Recornmendatlon
Staff recommends that the CIty COUDCll dlrect the Clty Attorney to prepare an
ordlnance prohlbltlng the operat1on of vehlcles other than two wheel bicycles on the
bike path.

Four-Wheel Bicycles - Blke Pab'
I have reviewed the memo sent to Bob Mye~s cancernlng the rental
of four-wheel blkes in venice, and the question of whether they
would be allowed on the Santa Manlca Blke Path. Although there
1S not any legal means of restr~cting them at the present tDme,
I would strongly recommend that It be done. The blke path,
particularly on wee}"ends, lS an absolute "Jungle". I believe that
L~ese vehicles, although they may be technically classifled as
bicycles, are really Iour-wheel drlve vehlcles, and should not be
allowed on our blkepath due to the conflict between blkers, skaters
and pedestrians already existlng.
I will work wlth Bob Myers to see what we can do In the way of
legi5lation to keep then from being allowed on our blkepath.

However, the C~ty reserves the right to enforce any law that
~igt~ restri=~ ~he use of such bicycles and to adopt any
ordi~ances ~o =estrict the use of such bicycles should the
C;~v Councll Ge~ermine the necessity for such action.

Please be advised that the underslgned represen~s certain
cl1.ents who are des1.rous of rent1.ng, in the beac~ area,
four-wheeled bicycles which would be used upon ~~e ~eac~-
front bike path in Santa Monica. It 1.S our in~e~s~c~, at
the present, to establish a rental area for thss= tlcycles
in Venice and therefore the intent of this lette~ is not tc
inquire into procedures, etc., concerning renti~q ~~e bic1c~es
in the City of Santa Monica.
We are concerned, however, that, should we rent ~~e ~1.cycles
ln Venice and patrons ride them into the City 0= San~a Konlcc,
that the patrons would be breaking no laws by do~ng so.
The bicycles are basically four-wheeled and allow two persons
to sit side-by-side, each pro?elling the vehicle with a sepa-
rate pedal. For your further information, I am enclosing
herewlth a photocopy of a p1cture of the bicycle itself as
well as a photocopy of the specif~cat1ons of said bicycle.

Please respond at your earliest convenience as to whether or
not this type of vehicle could lawfully be used upon the
b1.cycle path in your C1ty.
