Certification of the Beach Bikepath Extension Final
Environmental Impact Report
INTRODUCTION
This memo requests City Council certification of the Final
Environmental Impact Report (EIR) for the extension of the Beach
Bikepath from north of the Santa Monica pier to the northern city
limits. A brief description of this project is provided below.
BACKGROUND
In 1968 the Los Angeles County Board of Supervisors adopted a
resolution calling for a bikepath along the Pacific Ocean from
Point Dume to Torrance.
When the existing bikepath which
stretches from Palos Verdes to just north of the Santa Monica
pier was built with federal Land and Water Conservation funds, it
was not extended to Santa Monica's northern City limits because
of opposition from beach front property owners. Recently, the
bikepath and adj acent pedestrian walkway on Will Rogers state
Beach (immediately north of the project site) were completed.
This relatively new segment follows a landward alignment adjacent
to the beach parking lot except in one area where it curves to
avoid pre-existing volleyball courts.

During the summer of 1985, the City Department of Recreation and
Parks held two public meetings to discuss the possibility of
extending the bikepath to the northern City limits. Beach front
property owners, beach club members, area bicycle shop owners,
the general public and staff from the County Roads Department
were invi ted to, and attended these hearings. The concerns
expressed at these meetings, together with letters to the
Department of Recreation and Parks, resulted in a proposed
location of the bikepath extension. On July 9, 1985, the Santa
Monica city Council approved the bikepath's conceptual location.
The state Department of Parks and Recreation (which owns the
project site) was concerned about this proposed path alignment.
The Department requested the City of Santa Monica to hold a new
public hearing and solicit additional comments from a broader
segment of the region. State Parks and Recreation agreed to
abide by the alignment chosen by the City at the new hearing.
The City held the requested public hearing in September, 1986; no
change resulted in the bikepath alignment.
On November 6, 1986, the City of Santa Monica submitted an
application to the California Coastal Commission to extend the
bikepath according to the above mentioned alignment. The
Commission denied the bikepath application on December 9, 1986,
finding that it was inconsistent with the public access,
recreation, and hazards policies of the Coastal Act. On February
10, 1987 the Commission recommended approval of a more landward
location of the project. The City of Santa Monica was concerned
that this location reduced bike users' visual access to the

ocean, and increased potential impacts to land uses east of the
path. The City then sought to develop a location which responded
to the concerns of the Coastal Commission and the city. It is
this location that is evaluated in the Environmental Impact
Report. Following Council approval of the new alignment and the
Environmental Impact Report, approval by the California Coastal
commission will also be required.
EIR SUMMARY
The purpose of the attached EIR is to consider the potential
impacts of the proposed project.
Based on the second Initial
study, this EIR is focused on the following set of environmental
issues: earth, water, noise, risk of upset, land use,
transportation/circulation, public services (fire protection,
police protection, park or recreational facilities, maintenance
of public facilities, and governmental services), and fiscal
impacts.
According to the Final EIR, overall, the Beach Bikepath Extension
will not create significant negative environmental impacts.
Rather, many beneficial effects will result from the development
of this project.
BUDGET/FINANCIAL IMPACT
certification of the Final EIR will not have any budget/financial
impacts. The City has received grant funds for development of
the bikepath itself.

RECOMMENDATION
staff respectfully recommends that the city council:
1) Adopt the attached resolution certifying the Final
Environmental Impact Report;
2) Approve the bikepath alignment and direct staff to seek a
Coastal permit; and
3) If for any reason the revised alignment is not approved by
the Coastal Commission,
authorize staff to proceed wi th
development of the alignment approved by the Coastal Commission
on February 10, 1987.

I am writ1ng to urge you to support the proposed b1ke path
extension through Santa Mon1ca. I have been concerned for some
t1me that the bike path, Wh1Ch 1S an ~mportant recreat10nal
resource for not only our local commun1ty but for all the basin's
enJoyment, does not contlnue through Santa Monica. This is a
restriction of access Wh1Ch must come to an end.
Moreover, however, is the 1ssue of safety for b1Cyc11StS. I
learned unfortunately first hand last year just how dangerous the
lack of a b~ke path through Santa Monlca can be. My wife, Jane
Fonda, was cycling early in the morning and Slnce she was unable
to use the b~ke path, had to rlde on Paclfic Coast H1ghway. She
h1t a rock and her bike went out of control. Lucklly for her she
did not land in the pathway of oncomlng traffic, because she
could have been killed. As it was, she was ser10usly 1n]ured.
Our commun1ty has a respons1b1l1ty to ]Oln wlth the rest of the
region to assure that CYCllsts have a safe place to rlde.

Dear Council Members:
We are wrltlng thlS letter on behalf of the Jonathan
Club. Several inconslstencies in the Final Environmental Impact
Report ("EIR") prepared by the Clty of Santa Monica for the
proposed Santa Monica bikepath extension have come to our
attention. They are as follows:
1. The location of the bikepath as depicted on the
maps differs from that described in the text. According to the
maps appended to the EIR, the blkepath runs between approxlmately
150 and 250 feet from the 1921 mean hlgh tIde line; however,
accordlng to the proJect Descrlption on page 10 of the ErR, the
proposed blkepath is " roughly two-thlrds of the way out
onto the beach .f! and ". is located 400 ft. from the
easterly beach property Ilne (1921 mean high tIde line).
The descriptions obviously conflict.

2. The maps appended to the ErR show two blkepaths,
running at approximately 150 and 400 feet from the 1921 mean high
tlde line, without specifying which one is currently being
proposed.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT
ON THE BEACH BlKEPATH EXTENSION
WHEREAS, a Notice of Preparation of an Environmental Impact
Report was issued in November 1987; and
WHEREAS, a Notice of Completion of a Draft Environmental
Impact Report was published in January 1988, in compliance with
the California Environmental Quality Act and the city of Santa
Monica CEQA Guidelines; and
WHEREAS, in March 1988, the Final Environmental Impact
Report was published; and
WHEREAS, on April 26, 1988, the city Council, as Lead city
Agency, reviewed the Final Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City council has reviewed and considered the
Final Environmental Impact Report on the Beach Bikepath Extension
prior to acting on the project.
SECTION
2.
The
city
Council
certifies
that
the
environmental review for the project was conducted in full
compliance with state and City CEQA Guidelines, that there was
adequate public review of the Draft Environmental Impact Report,

that the city Council has considered all comments on the Draft
Environmental Impact Report and responses to comments, that the
Final Environmental Impact Report adequately discusses all
significant environmental issues, and that the City Council has
considered the contents of the Final Environmental Impact Report
in its decision-making process.
SECTION 3. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
