SUBJECT: Certification of pico Kenter Storm Drain Improvement
Program Final Environmental Impact Report
INTRODUCTION
This memo requests city council certification of the pico Kenter
storm Improvement Program Final Environmental Impact Report
(EIR). A brief summary of the Final EIR is provided.
BACKGROUND AND SUMMARY
In January 1987, Council approved a five-point program for
interim improvements to the Pico-Kenter storm Drain. The
improvements to be implemented included:
1. A low-flow diversion pipeline to carry runoff from the
existing drain outlet to a point 600 feet beyond the surf
line and installation of a sensor/alarm and slidegate system
to detect hydrocarbon vapors wi thin the existing drain and
limit their discharge to the bay.
2. An increased pollution control enforcement program.
3. A non-point source pOllution education program.
4. An increased effluent monitoring program.

5. An improved street debris removal program beginning in
January 1987.
The Council authorized the City of Santa Monica to become the
lead agency for the pico-Kenter storm Drain Improvement Program.
The purpose of the attached EIR is to consider the potential
impacts of the five point program. Among the issues addressed in
the EIR are impacts on water quality, animal life, risk of upset,
human health, and recreational opportunities.
with respect to water quality, the major impact will be to
beneficially move the point of discharge to a location that
reduces the number of people who come in contact with the
effluent.
The quality of the effluent will be improved,
therefore the net effect of the program on water quality is
considered beneficial.
with respect to animal life, the California Least Tern (a sandy
beach forager and breeder) will be beneficially impacted by
moving the discharge offshore.
The exposure of fish to
contaminants is nonsignificant and mitigated through other parts
of the five point program's net improvement in water quality.
with respect to risk of upset, the risk of public exposure to
contaminants in the runoff is equal to or less with the project
than without it.
The potential release of effluent during an
upset condition is mitigated to non-significant levels by other
aspects of the five point program.

with respect to human health, reduced accumulation of runoff on
the beach is considered beneficial. The threat to human health
through the consumption of fish is mitigated to non-significant
levels by the five point program which reduce concentrations in
the runoff.
with
respect
to
recreational
opportunities,
the
reduced
accumulation of runoff on shore and the movement of the point of
discharge 600 feet beyond the surf line will have a beneficial
impact of increasing recreational opportunities in the vicinity
of the main outlet.
The removal of a source of contamination
from the beach itself will benefit all users in the surf zone.
construction impacts will be mitigated by scheduling construction
activity during the spring or fall to avoid peak recreational
periods.
CONCLUSION
According to the Final EIR, overall, the pico Kenter storm Drain
Improvement Program will result in beneficial effects.
BUDGET/FINANCIAL IMPACT
Funds for the Pico Kenter storm Drain Improvement Program have
been the subject of separate Council action. The recommendations
of this report have no budget or financial impact.

RECOMMENDATION
staff respectfully recommends that the City Council:
1) Adopt the attached resolution certifying that the Final
Environmental Impact Report has been prepared in compliance with
state and City CEQA guidelines, that there is sufficient data to
support a finding that the project will not have a significant
effect on the environment, and that the City Council has
considered the contents of the environmental analysis.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT
ON THE PICO-KENTER STORM DRAIN IMPROVEMENT PROGRAM
WHEREAS, a Notice of preparation of an Environmental
Impact Report was issued in october 1987; and
WHEREAS, a Notice of Completion of a Draft Environmental
Impact Report was published in December 1987, in compliance with
the California Environmental Quality Act and the city of Santa
Monica CEQA Guidelines= and
WHEREAS, in March 1988, the Final Environmental Impact
Report was published; and
WHEREAS, on March 22, 1988, the city council, as Lead City
Agency, reviewed the Final Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The city Council has reviewed and considered
the Final Environmental Impact Report on the pico-Kenter storm
Drain Improvement Program prior to acting on the project.
SECTION 2 .
The City Council
certifies that the
environmental review for the project was conducted in full
compliance with state and City CEQA Guidelines, that there was
adequate public review of the Draft Environmental Impact Report,

that the City Council has considered all comments on the Draft
Environmental Impact Report and responses to comments, that the
Final Environmental Impact Report adequately discusses all
significant environmental issues, and that the city Council has
considered the contents of the Final Environmental Impact Report
in its decision-making process.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in, full force and effect.
