SUBJECT: Bike Rental Facilities on the Bike Path
INTRODUCTION
At the April 28, 1987 city council meeting, Mr. Harris requested
the Council to allow bike and skate rental concessions near the
Santa Monica bike path.
Council directed that Staff evaluate
Mr. Harris' proposal to operate the rental facilities from prefab
light weight steel containers and report its finding to the
Council. At this timel Staff recommends that the city Council
not approve placement of these structures adj acent to the bike
path but instead encourage the applicant to operate from private
or available pier rental space.
DISCUSSION
Since the April 28, 1987 Council meeting, Mr. Harris has
proposed to Staff that he be permitted to operate bike rental
facilities, if successful in a competitive bid process, at two
locations in Santa Monica. He is willing to invest $5,000 to
$7,000 in prefab, light weight, steel containers (see attached
brochure). The structural design of these containers, however,
is not in keeping with the high standards the City has set to
ensure that the beach front is aesthetically pleasing to
residents and visitors.

In an effort to provide the Council with policy parameters, staff
contacted other beachfront communities to ascertain what other
ci ties do regarding bike rentals on the beach.
Santa Barbara,
Newport Beach, Hermosa Beach, Manhattan Beach, and Redondo Beach
only allow businesses to operate bicycle rentals from private
rental space. No city authorized concessions have been approved.
In addition, several Mission Bay hotels and the Hilton in ventura
sublease space to bicycle rental firms during peak summer months.
The County of Los Angeles currently leases ground space to Mr.
Harris at three Venice board walk locations where he operates
from prefab structures. When the Harris contract expires this
year, the County will build new structures, increase rents
proportionally, and reopen the bidding process.
staff does not recommend the construction of city-owned
facilities for this purpose nor the temporary placement of prefab
steel containers. However, Staff encourages Mr. Harris to obtain
private space for rentals. As an alternative, staff will assist
Mr. Harris by providing information on existing available pier
space under the Pier Restoration Corporation's jurisdiction.
RECOMMENDATION
staff recommends that the City Council not approve installation
of prefab metal structures on the bike path due to aesthetic
concerns.
