Reconunendatlon The Los Angeles County Board of Supervlsors declared in a Board order that a blke path should be constructed from Point Dume in the north county area to ~lalaga Cove in the southern portlon of Santa Monica Bay at Torrance Beach. Portions of the blke path have been constructed. The existlng beach bike path in Santa Mon2ca is part of that constructlon. The Santa Mon1ca path ends on the north beach at the 1150 beach parking lot. The Clty of Los Angeles has designed a path whose southern termlnus 1S at our northern city ll1l'its. The "miss1ng llnk" is that portlon of the Santa ~onica Beach which extends from the 1150 lot to the northern city llmits. Concurrent wlth the extension of the blke path wlll be the extension of the Promenade. They w1ll be adJacent to each other w1th deslgn considerations for lights and landscaping. The two paths wlll be 16' in w1dth each. The attached map shows the approximate locat1on recomBended for the two paths. Staff has held several conferences w1th concerned citizens and has had three publle des1gn sessions to locate the paths on the beach. The consensus of these meetings 18 to locate the paths as far seaward of the 1921 nean hlgh tlde line as tidal consideratlans would allow. On the basis of that presentation and dlScussion the following motion was made. Mrs. Verge floved to accept the concept of the northerly extension of the beach blke path as presented. with conslderation given to areas wlth heavy bathlng use. '" . .... . e RESIDENTIAL TASK FORCE MEHORA~DUM DATE: October 7, 1981 TO: Mayor and Clty Council SUBJECT: Recommendatlon of Resldentlal Task Force Regardlng ProJects Currently Underway At the September 30, 1981 meetlng of the Residentlal Task Force, the following motlon was adopted by a 4 yes, 3 no vote: "It is recommended that any ordinances or regulatlons based on Resldentlal Task Force recommendations should not apply to projects which are well underway prlor to enactment of ordlnances or regulations, and where there eXlsts a hard- ship or vested rlght, as determined by case-by-case ru11ngs." The Residential Task Force hopes the Clty Council will incorporate appropriate prOV1Slons into the lnterim develop- Qent guidelines WhlCh will carry out the intent of our motion. Thank you.
